Agenda 06/24/2008 Item # 5B Agenda Item No. 58 June 24, 2008 Page 1 of 5 EXECUTIVE SUMMARY POSTHUMOUS PRESENTATION OF THE ADVISORY COMMITTEE OUTSTANDING MEMBER AWARD TO KEVIN G. KACER FOR HIS WORK ON THE CONSERVATION COLLIER LAND ACQUISITION ADVISORY COMMITTEE OBJECTIVE: To recognize and reward an advisory committee member for their outstanding and dedicated service to Collier County. CONSIDERATIONS: On September 21, 2004, the Board of County Commissioners adopted Resolution No. 2004-280 to recognize and reward outstanding Advisory Committee members for their significant contributions to the organization and/or community. The respective committees nominate the outstanding Advisory Committee members. On June 9, 2008 the Conservation Collier Land Acquisition Advisory Committee voted unanimously to nominate Kevin G. Kacer as an Outstanding Advisory Committee Member. Mr. Kacer passed away unexpectedly on May 20,2008. Kevin Kacer was not only a strong Committee member, but also served as Chairman of the Lands Evaluation and Management subcommittee. His extensive expertise with the National Park Service was invaluable in working with consultants to help develop the first Conservation Collier Land Management Plan. One important thing was that Kevin saw the big picture as well as the small details. As a subcommittee member reviewing management plan drafts, it was obvious that he read every word of the voluminous matcrials dispensed. He would mark problems with a red pen and grade the drafts like a professor. Staff was always pleased to receive an A or some other nice comment, as we knew he had given his full attention and experience to every word and really meant it. One thing you could count on with Kevin was that he would tell you what he thought! Even the red marks were always constructive and valuable, as our land management plans improved through his efforts. Kevin was all about being concise and comprehensive. As a result of his comments, the process of management plan writing was streamlined to remove the fluff and redundancy - he really disliked redundancy! He also watched out for citizens' pocket books by suggesting simple, less costly improvements for the Logan Woods Preserve, which would still serve the public. As a Committee member performing his duties, Kevin exhibited fairness and impartiality, qualities that helped him to serve citizens in making important decisions. He was also concerned about pressures and time constraints placed on staff, always asking if a new project or task would work for staff. Kevin really worked hard to become knowledgeable, in the first hand, about Conservation Collier properties, taking the time to visit many of the properties with staff and on his own. He always attended Preserve openings. At the Otter Mound Preserve, Kevin shared seeds for a rare native tree and a native plant from his own yard to enhance the property. Last but not least, Kevin often used a wry sense of humor to convey his point, making him a fun person to be with. His contribution to Conservation Collier was immeasurable and his addition to the Committee was our gain. We are saddened by his loss.
