Agenda 06/24/2008 Item #16F 7 Agenda Item No. 16F7 June 24, 2008 Page 1 of 4 EXECUTIVE SUMMARY Recommendation to the Board of County Commissioners approve the award of eontraet for the "Immokalee CRA Muter Plan Update & Related Services" in the amount of $386,175 and approve all necessary budget amendments. (Companion to Item 16GlO). OBJECTIVE: To prepare revisions to the Immokalee Area Master Plan and provide related services in order to provide a framework for the future development of the Immokalee Community. CONSIDERATIONS: The Collier County Board of County Commissioners (BCC) adopted the Immokalee Area Master Plan (lAMP) in 1991. The Master Plan, with the accompanying Immokalee Area Future Land Use Map, provides a framework for the future development of the Immokalee Community in northeast Collier County. The BCC adopted specific Land Development Code {LDC)/zoning overlay provisions for the Immokalee Community in 1992. ~ The Board of County Commissioners adopted a revised lAMP in 1997. The BCC adopted the current LDC zoning overlay provisions for Immokalee on June 24, 1998. The BCC adopted the Second Evaluation & Appraisal Report (EAR.) for the Collier County Growth Management Plan (GMP) on July 27, 2004. The EAR. calls for revisions to the Immokalee Area Master Plan, to be prepared as part of the County's EAR-based amendments during 2005. During 2003, as part of the preparation of the EAR., the Board of County Commissioners authorized Comprehensive Planning staff to prepare recommendations for revising the 1997 Immokalee Area Master Plan. Subsequently, the Board authorized creation of an advisory committee, the Immokalee Area Master Plan Restudy Committee (Restudy Committee), to work with staff in making proposed revisions to the current lAMP. The Restudy Committee, assisted by Comprehensive Planning staff, submitted recommendations for the EAR. (for recommended amendments to the lAMP), in November, 2003. However, during the performance of its tasks, the Committee determined that a longer, more intense restudy of the lAMP was necessary. Therefore, the lAMP Restudy Committee expressed a desire to extend the life of the Committee so that it could continue to assist the Board with the implementation the Immokalee Area Master Plan through the 2007 GMP amendment cycle. The re-established Committee would be renamed as the Immokalee Area Master Plan and Visioning Committee (IMPVC). The Board of County Commissioners adopted Ordinance 2004-62, sun setting the Immokalee Area Master Plan Restudy Committee and creating the IMPVC, on .~ Agenda Item No. 16F7 June 24, 2008 Page 2 of 4 September 28, 2004. The first official meeting of the IMPVC was held on November 18, 2004. Section Six of Ordinance No. 04-62 provided for dissolution of the IMPVC and repeal of the Ordinance upon the earlier of: 1) conclusion of its services to staff: or 2) the adoption of the 2007 cycle of the Growth Management Plan Amendment for the Immokalee Master Plan; but no later than December 31, 2007. On November 13, 2007, Section Six of Ordinance No. 04-62 was amended by the Collier County Board of County Commissioners to extend the term of the IMPVC until December 31, 2009. In April 2008, the CRA Advisory Board recommended that the Immokalee Master Plan and Visioning Committee (IMPVC) recruit a professional planning consultant in accordance with County procurement guidelines to provide the following services: (1) preparation, submittal and adoption of a Revised Immokalee Area Master Plan; (2) development and Adoption of Land Development Codes; (3) development of Traffic Impact Statement and/or Immokalee Area Transportation Plan; and (4) development of a Capital Improvements Plan to implement the Immokalee Area Master Plan. The Collier County Purchasing Department issued "Immokalee CRA Master Plan Update & Related Services" Request for Proposals (RFP) for on April 24, 2008. The RFP closed on May 20, 2008. Five firms responded with proposals. On June 4, 2008, the Selection Committee (comprised of three members of the IMPVC and Immokalee CRA Advisory Committee, the CRA Director and a Transportation Planner), by consensus, selected the RWA, Inc. as the preferred consultant. FISCAL IMPACT: The cost for this professional consulting contract totals $ 386,175. A budget amendment will be necessary moving $200,000 from Immokalee CRA Fund (186) Reserves to the Fund (186) Operating Appropriation Unit. Because this contract will span multiple fiscal years, BCC action approving the contract will allow for the roll of budgeted contract funds into fiscal 2009. CONSISTENCY WITH ADOPTED REDEVELOPMENT PLAN: A revised Immokalee Area Master Plan (lAMP), development and adoption of Land Development Codes, Traffic Impact Statement/Area Transportation Plan and a Capital Improvements Plan for the Immokalee Urban area will implement the County's Redevelopment Plan. According to Section 4.4 of the Redevelopment Plan (Community Objectives), economic development is emphasized in the area in order to support and encourage entrepreneurial business development and retention, and increase small business start- ups and expansions. GROWTH MANAGEMENT IMPACT: Policy 4.7 of the Future Land Use Element of the Growth Management Plan states that redevelopment plans may be developed for specific areas within the County, and may consider altemative land use plans, modifications to development standards, and incentives to encourage redevelopment.
