EXECUTIVE SUMMARY
Recommendation to approve a grant application for the United States Department
of Housing and Human Development with Economic Development Initiative (EDI)
funds in the amount of $147,000 for improvements to South Park in Immokalee.
OBJECTIVE: To approve an application for the United States Department of Housing
and Human Development, Economic Development Initiative (EDI) earmark as specified
in the Consolidated Appropriations Action, 2008 (P.L. 110-161) to replace current South
Park community center buildings which are aged and in poor condition.
CONSIDERATIONS: In the fall of 2007, staff of the Parks and Recreation Department
met with representatives of The Ferguson Group to discuss and present a project
questionnaire for the provision of public services to the citizens of Immokalee. A total of
33 county projects were originally submitted for consideration to The Ferguson Group
representatives who professionally evaluated the funding potential of each project and
based on opportunities available, with the Immokalee South Park Community Building
project being one of nine (9) projects recommended for Collier County's Fiscal Year
2008 Federal Legislative Agenda. The Board of County Commissioners approved this
project as one of their legislative priorities on February 13, 2007.
This appropriation was approved as part of the Consolidated Appropriations Act, 2008
(PL 110-161), signed into law on December 26,2007. Upon notification of the approval
of the federal earmark for the community center building, staff received application
forms to formally apply for the grant. Following review and processing of the
application, the EDI office will send an award package that will require subsequent
review and approval by the Board of County Commissioners.
Funding will support the design, permitting and construction of a new community center
building on county-owned property. 60-70 children per day are currently being served
in the tutoring and recreational activities and athletic and other programs.
FISCAL IMPACT: The $147,000 will be used and broken down as follows per the
Basic Services Fee Schedule presented by Victor J. Latavish, Architect, PA. The Site
Design Services $58,720, Building Design Services $56,320, Total Bidding, Permits and
Construction Services $23,330, Reimbursable Expenses $4,500 and Permitting Fees
$4,130.
GROWTH MANAGEMENT IMPACT: There is no growth management impact due to
this request.
LEGAL CONSIDERATIONS: This grant application has been reviewed and approved
by the County Attorney's Office for legal sufficiency. - CMG
RECOMMENDATION: That the Board of County Commissioners approve submittal of
an application for the United States Department of Housing and Human Development,
Economic Development Initiative earmark as specified in the Consolidated
Appropriations Action, 2008 (P.L. 110-161).

Proiect Name: South Immokalee Park Communitv Center
Proiect Narrative:
South lmmokalee Park is located in South lmmokalee, an underprivileged area of the
unincorporated agricultural town of lmmokalee in northeastern Collier County.
lmmokalee is designated a8 a Front Poreh Community and a Weed and Seed area. The
two structures currently used for eommunity meetings and drop-in programs for the
eommunity children and adults are in very poor condition. Estimates to bring just one of
the existing faeilities up to current code far exceeds the value of the strueture. This area
desperately needs a Community Center beeause of the high number of neighborhood
users. There are between 60 and 70 children per day that drop in for reereational
activities which include arts and erafts, homework tutoring programs, athletie programs
and other programs offered that help build self esteem.
These Federal Funds will support the effort to design, permit and eonstruct a 3,000 square
foot Community Center building. The site is approximately 5 aeres and is currently used
a8 a neighborhood park. The County is providing the land on whieh the eommunity
center will be built. The park already contains basketball courts, a playground, an open
play field, and two structures used for eommunity meetings and drop-in programs.
The new Community Center building will be built in the open play area ofthe park. The
building will contain class rooms, storage room8, a men's and women's restroom, staff
offiees, a kitchen area and a large meeting room for eommunity meetings. These efforts
are supported by the lmmokalee Civic Association, Victory in Jesus Church and the
lmmokalee Master Plan Committee.
