EXECUTIVE SUMMARY
Recommendation to approve Change Order #1 to add $434,779.47 for continuing
Inspection Services for Johnson Engineering, Inc. under ITN 05-3583 "CEI Services
for Collier County Road Projects" for Project No. 65061 "Collier Boulevard Six (6)
Laning Project from Golden Gate Blvd. to Immokalee Rd."
OBJECTIVE: To continue professional Construction Engineering and Inspection (CEI)
Services from a highly qualified firm for the Collier Boulevard 6-laning project from
Golden Gate Boulevard to lmmokalee Road.
CONSIDERATIONS: This Change Order is broken down into two parts.
Part 1: Johnson Engineering, Inc. was selected for the CEI work for Collier Blvd
Widening Project. The contract was negotiated as a time and line item (per hour for
personnel) contract not a lump sum contract. Early in the project the road contractor
allotted extra crews and expanded the work week to do the underground work which
made it necessary to have additional inspectors and increased overtime to cover the work
schedule of the road contractor. In addition, the County required Johnson Engineering to
have an inspector at the asphalt plant to cover all asphalt production as outlined in FDOT
requirements. Prior to Superpave Asphalt, we did not require an inspector at the asphalt
plant. This inspector was not part of the original scope of the contract thus causing a
shortfall in funds. This additional cost amounts to $234,495.53 which will cover all costs
through the original contract time of August 2008,
Part 2: The current CEI contract of 24 months was to cover the road construction
contract of22 months that was bid out on August 12, 2005 and bids opened on December
IS, 2005 (includes one month pre- and post- construction services). The road contract
was rejected due to low bid being 63% above the Engineer's estimate and then rebid on
May 16,2006. Bids were opened on July 7, 2006 with a 30 month construction duration
in order to address the Pre-Bid Conference concerns by the bidders. The current CEI
contract time ends in August of 2008. Johnson Engineering is proposing to add four
months to extend the CEI contract from end of August 2008 thru the end of December
2008 at a cost of $200,283.94. While monthly inspection averages approximately
$100,000 per month, the costs at the end of the project are less than the monthly average.
The current final completion date for the road contract is May 23, 2009. However, the
road contractor is ahead of schedule and we anticipate that they will complete the road
work in November of 2008 based on their current schedule. By extending the CEI
contract by four months, we anticipate that this will be enough to cover the rest of the
road construction. Note that the road contract was extended by more than 9 months
(initial rebid plus change orders), Therefore, there will be a substantial overall savings
for inspections due to the road contractor finishing approximately six months early which
should more than offset the increased inspection cost incurred early in the project,
FISCAL IMPACT: A budget amendment in the amount of $434,779.80 is needed from
Impact Fee District I reserves. Source of funds are Impact Fee District I reserves.

GROWTH MANAGEMENT IMPACT: This request is consistent with the County's
Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves the
Change Order to Johnson Engineering, Inc. for the continuation of inspection services for
this project and authorize its Chairman to execute this Change Order No. I, and approve
any necessary budget amendments.
