EXECUTIVE SUMMARY
Recommendation to Award Collier County Bid #08-5074 Single Engine Street Sweeper
Truck to Environmental Products of Florida Corp.
OBJECTIVE: The Road Maintenance Department is in need of two additional Single Engine
Street Sweeper Trucks to increase the level of service being provided to Collier County.
Currently the sweeping schedule is on a ten (10) week cycle with the addition of the two (2)
sweepers it would be reduced to a four (4) week cycle. The Road Maintenance Department
currently maintains over four hundred ninety (490) miles of roadways, intersections and sub-
divisions County wide by the end of FY 07/08 that number will be increased by an additional
ninety (90) miles of roadways, intersections and sub-divisions. The sweepers will also aid in
reducing the amount of debris and unwanted material entering into the storm water drainage
system,
CONSIDERATIONS: The Road Maintenance Department requires two (2) Single Engine
Street Sweeper Trucks. Bid #08-5074 was publicly advertised on March 23, 2008. Notices were
sent to fifty three (53) firms with fifteen (15) requesting full packages. Two (2) responses were
received by the due date of May 5, 2008. Staff has reviewed the bids and recommends the award
of Bid #08-5074 to Environmental Products of Florida Cotp,
Environmental Products of Florida Cotp.

The original budget that was requested for the purchase of the two (2) sweepers was based on the
bid in place #04-3590 with a cost of $330,000.00 for the two (2) sweepers. When staff received
the quote to purchase both sweepers the vendor had increased the price slightly and due to their
own price increase they could not hold to the bid price. Purchasing would not allow for the
increase and this item had to be re-bid. The vendor advised the county that the new bid would
come in considerably higher as he would need to increase the price of each unit and pass the
entire increase onto his customers, The new bid #08-5074 was advertised. As noted above,
prices came in considerably higher. Transportation Road Maintenance has purchased all the
budgeted equipment for this fiscal year with the two (2) sweepers being the last of the items
remaining to be purchased. Many of the equipment items that were purchased throughout the
year were purchased for less than originally anticipated and therefore, we have sufficient budget
to cover the purchase of both street sweepers.
FISCAL IMPACT: Funding for the two (2) Single Engine Sweepers will come from the Road
Maintenance and Road Maintenance Aquatics budgets within the Transportation Services Fund
101.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.

RECOMMENDATION: That the Board of County Commissioners approves the purchase of
two (2) Single Engine Street Sweeper Trucks per Bid #08-5074 from Environmental Products of
Florida Corp. in the amount of$371,980.00
