EXECUTIVE SUMMARY
Recommendation to award Bid #08 -5082: Sea Oat Planting for Collier County Coastal
Zone Management project to EarthBalance for Collier County Beaches in the amount
of $75,000 (Project 195- 900441).
OBJECTIVE: To award bid #08 -5082 to EarthBalance to plant Sea Oats (Uniola paniculata),
other native beach dune plants and install ropes and posts along Collier County Clam Pass
Beach and City of Marco Beach for sand dune restoration.
CONSIDERATION: This work is maintained on a yearly basis by Collier County Coastal Zone
Management Department to plant sea oats for beach dune restoration. Sea Oats and other
native beach dune plants stabilize and protect dunes from erosion.
Invitations to bid (ITB) were issued on April 24, 2008 to solicit the bids for these services.
Notices were sent to twenty four (24) firms and thirty (30) firms downloaded full packages.
Responses were received from five (5) firms by the due date of May 8, 2008. On May 8,
2008 according to standard Purchasing Procedures bid packages were received and opened
from the following firms and EarthBalance was the lowest bidder:
1. Aquatic Plants of Florida, Inc.
2. Construction Services of Florida, Inc.
3. EarthBalance
4. Garden World of Holiday, Inc.
5. Vila & Son Landscaping
ADVISORY COMMITTEE RECOMMENDATIONS: The CAC approved this item at their May
10, 2007 meeting (7 to 0). The TDC approved this item at their May 29, 2008 meeting (7 to
2).
FISCAL IMPACT: The Source of funds is from Category "A" Tourist Development Tax.
Funds were budgeted and are available in Fund 195 - 110406- 900441.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office
and is legally sufficient for Board action. - CMG
GROWTH MANAGEMENT IMPACT: This project has no impact on the Growth Management
Plan,
RECOMMENDATION: To award Contract #08 -5082 to EarthBalance in an amount not to
exceed $75,000 for the planting of Sea Oats and other erosion control measures benefiting
Collier County beaches.
