Agenda 07/22/2008 Item #16C 3Agenda Item No. 16C3 July 22, 2008 Page 1 of 8 EXECUTIVE SUMMARY Recommendation to approve the sole source purchase of four (4) odor control blowers for the South County Regional Water Treatment Plant from Florida Blower, Inc. in the amount of $116,968.32. Project No. 710651 OBJECTIVE: The public purpose is to enhance the reliability of the odor control unit for the South County Regional Water Treatment Plant (SCRWTP) by replacing the blowers that remove the hydrogen sulfide gases from the Tamiami well field raw water. CONSIDERATION: The four (4) odor control blowers currently at the SCRWTP were originally purchased and installed in 1997. During the past 11 years the units have deteriorated due to the corrosive hydrogen sulfide gases that are emitted from the raw water prior to the lime softening treatment process. The installed units, which operate 24 hours per day, are made of standard carbon steel. Due to the chemical environment, the blowers are subject to a high rate of corrosion, wear and tear. In 1997, the entire odor control system was installed by Jacobs Air and Water, who purchased the blowers from The New York Blower Co. (NYB). The scope of this project not only includes the replacement of equipment that has reached the end of its serviceable life, but also upgrades the material to stainless steel. To meet the plant's needs, it is necessary to buy the blowers from the original manufacturer, NYB, for an in -kind equipment replacement. Florida Blower, Inc., who is currently the exclusive representative for NYB in the state of Florida (see attached letter), has given the County a proposal for four (4) odor control stainless steel blowers for a total cost of $116,968.32. The installation of the four blowers will be performed by the SCRWTP staff. The justifications for purchasing the in -kind equipment are: The current units are installed in a very restricted area; therefore the replacement equipment needs to maintain the same footprint. • The plant will be able to use the same connecting ducts, concrete pads, and wires. • No additional staff training is required for operation, troubleshooting and repairs. Staff has reviewed the cost and it is considered fair and reasonable. FISCAL IMPACT: The cost associated with approval of this sole source purchase is $116,968.32. Funding for this project is available in the FY08 Capital Budget approved by the Board of County Commissioners on September 20, 2007. The source of funds is Water User Fees, Fund 412. Agenda Item No. 16C3 July 22. 2008 Page 2 of 8 On June 24, 2008, as Agenda Item 10(G), the Board adopted the 2008 Water Master Plan Update that identified the requirement for performing various SCRWTP Technical Support Projects. Replacing the odor control blowers was identified as one of the sub- projects to be funded by a portion of the total amount of $250,000 allocated for the FY08 Budget. The proposed scope of work is consistent with the 2008 Water Master Plan Update, Project 710651, ° SCRWTP Technical Support", Section 8, Table 8 -2, page 4 of 5, line 115. LEGAL CONSIDERATIONS: This item has been approved by the County Attorney's Office and is legally sufficient for Board action — JAB. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
