EXECUTIVE SUMMARY
Recommendation to Reject RFP No. 08 -5063 for Annual Contract for Analytical
Laboratory Services.
OBJECTIVE: To reject RFP No. 08 -5063 for Annual Contract for Analytical Laboratory
Services and authorize Staff to reissue the RFP.
CONSIDERATIONS: The Public Utilities Division provides laboratory testing services
for drinking, waste and environmental water. These services are provided cooperatively
through three departments: Water, Wastewater and Pollution Control and Prevention.
Data from the Public Utilities Laboratories are utilized in various programs working
toward the common goals of compliance with Florida Department of Environmental
Protection (FDEP) Water and Wastewater permits; Growth Management Plan
requirements; existing South Florida Water Management District (SFWMD) contracts for
environmental monitoring; ensuring the public health, safety and well -being of Collier
County. Bid No. 08 -5063 was issued on April 28, 2008 and closed on May 22, 2008
soliciting contractors for Analytical Laboratory Services. Notices were forwarded to 67
contractors 35 were downloaded and only two bids were received.
Subsequent to opening the proposals, staff determined that one of the proposers had
submitted to be a primary and a sub contractor for the other proposer thus causing them
to be classified as non - responsive. Staff recommends the restructuring of specifications
and re- issuing the solicitation.
FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary
LEGAL CONSIDERATIONS: This Executive Summary does not require my office's
review or a legal consideration sections. JB
GROWTH MANAGEMENT IMPACT: There is no growth management impact in
approving this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners (1) reject RFP No.
08 -5063 for "Annual Contract for Analytical Laboratory Services ", (2) and authorize
Staff to reissue the RFP.
