Agenda 07/22/2008 Item #16B17Agenda Item No. 161317 July 22, 2008 Page 1 of 5 EXECUTIVE SUMMARY Recommendation to approve a Resolution to establish a Board Policy restricting the use of the Transportation Services Division Variable Message Signs (VMS) to other Collier County Departments and Elected Constitutional Officers and approving the recovery of incurred costs as listed within Attachment "A" of the Resolution by the Transportation Division. OBJECTIVE: For the Board of County Commissioners to approve the attached Resolution to establish a policy to allow the Transportation Services Division to provide the use of their Variable Message Signs (VMS) when idle to other Collier County Departments and Elected Constitutional Officers and to charge for recovery of costs incurred to do so. CONSIDERATION: The Transportation Services Division has trailer- mounted Variable Message Signs (VMS) that they use to provide Maintenance of Traffic (MOT) information to motorists approaching and within work zones. These VMS have also been found useful to alert or inform motorists to upcoming County meetings, functions, programs, and activities when they are not needed for MOT deployment. The VMS are often requested for use by other County Departments, which places a workload burden on Transportation staff, as well as the use of fuel for transporting the trailers and equipment operating time on the signs themselves. The Transportation Services Division staff has researched their costs to provide signs for use and seeks to establish a Board policy that would restrict such use of County owned VMS to County Departments and Elected Constitutional Officers and to allow the Transportation Departments providing the signs the ability to recover their costs incurred by providing the VMS signs. LEGAL CONSIDERATONS: The resolution has been approved for legal sufficiency. The item is ready for Board consideration and approval. - -FIFAC FISCAL IMPACT: An estimated amount of $2000 of revenue from other County Departments and Constitutional Officers is anticipated to be reimbursed to Traffic Operations or Road Maintenance Fund 101. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: That the Board of County Commissioners approves the attached Resolution establishing a Board policy restricting the use of Transportation's VMS to other Departments and Elected Constitutional Officers and approving the recovery of incurred costs as listed within Attachment "A" of the Resolution by the Transportation Division. WHEREAS, the Collier County Transportation Services Division owns, operates, and maintains trailer mounted Variable Message Signs (VMS) for providing pertinent Maintenance of Traffic (MOT) information approaching and in construction zones on public roadways in Collier County when needed; and WHEREAS, the use of a VMS on a roadside is also a convenient and efficient method to distribute information to motorists regarding Collier County meetings, functions, programs, and activities when not being used for MOT purposes; and WHEREAS, the Collier County Transportation Services Division has identified the cost to the Division to provide the temporary use of the VMS to other Collier County entities at times that they are not deployed in MOT duties and can provide temporary utilization of those VMS to other Collier County Divisions and Elected Constitutional Officers, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, THAT: SECTION l: The Board of County Commissioners approves the temporary use of VMS for posting information concerning County meetings, functions, programs, and activities when not being used by Transportation Services for MOT purposes. SECTION 2: Such use of the County owned VMS will be restricted to other Collier County Divisions and Elected Constitutional Officers. SECTION 3: The Transportation Services Division will require payment by the entities listed in Section 2 for transport, setup, and maintenance of the VMS in an amount as listed in Attachment A.
