Agenda 09/23/2008 Item #16C 5EXECUTIVE SUMMARY Item # 16C5 September 23, 2008 Page 1 of 2 Recommendation to authorize a budget amendment transferring appropriations of $500,000.00 from the Collier County Water -Sewer District Operations Fund (Fund 408), Reserve for Contingencies to a Fund Center in the same Fund for Tropical Storm Fay related expenditures. OBJECTIVE: Authorization of a budget amendment establishing appropriations in a Tropical Storm Fay (TS Fay) fund center in the Collier County Water -Sewer District (District) Operations Fund (Fund 408); this budget amendment transfers appropriations of $500,000 from the Reserve for Contingencies to a separate fund center to consolidate accounting for TS Fay related expenditures. CONSIDERATIONS: On August 18, 2008, the Board declared a state of emergency in Collier County for TS Fay. The declaration, among other considerations, meets the Federal Emergency Management Agency (FEMA) requirements for reimbursement of expenditures (Category 2 -- Emergency Protective Measures) incurred by Collier County as a result of TS Fay. The following schedule represents a summary of the major expenditures incurred by the District as a result of TS Fay: Rental Equipment (pumper trucks) $230,000 Contract Work (repair damages, stonn preparation and recovery) $160,000 Other Estimated Costs $110.000 Total $500,000 The above schedule does not include solid waste debris removal expenditures; these are being charged to the MSTU General Fund (Fund 111). To provide adequate and timely reimbursements, it is prudent to move District expenditures to a specific fund center where they can be tracked properly to facilitate reimbursement from FEMA in the near future. FISCAL IMPACT: Budget amendment is needed to appropriate $500,000 in FY 2008 to pay invoices related to the TS FAY. This amount will be moved to a newly created fund center #144251 in Fund 408 to account for all TS FAY related expenditures. Funding is available in the District Operations Fund (Fund 408), Reserve for Contingencies. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this request. RECOMMENDATION: That the Board of County Commissioner, as the Ex- Officio Governing Board of the Collier County Water /Sewer District authorize the necessary budget amendment. PREPARED BY: Thomas G.
