Executive Summary
Recommendation to approve the Collier County Water -Sewer District's participation in a
photographic documentary of the Water Department and its facilities with independent
professional photographers Dennis Guyitt and Terry Alcorn.
OBJECTIVE: Obtain approval to participate in a photographic documentary of the Collier County
Water -Sewer District's Water Department and its facilities. Participation will result in the Water
Department receiving professional photographs of its facilities at no charge for use in internal and
external communications and marketing collateral materials.
CONSIDERATIONS: The Collier County Water Department (Department) received a proposal from
independent professional photographers Dennis Guyitt and Terry Alcorn to create a photographic
documentary of the Water Department and its facilities. The photographs taken will be the property of
the photographers and used for sale to iStockphoto as stock photography. The Department will receive
without charge copies of the photographs for its use without restrictions.
Water resources, water infrastructure, and the provision of drinking water are important and topical
environmental issues and up -to -date photography of the subject will be useful to many people. Stock
photography consists of existing photographs that can be licensed for specific uses. Publishers of
magazines and trade journals, advertising agencies, graphic artists, and others use stock photography to
fulfill the needs of their creative assignments. The Department will use the photography to graphically
enhance internal and external education and outreach materials and other communications pieces.
The execution of a Model Release is necessary for any identifiable employee photographed in the course
of this project. A Property Release must be executed for any physical property photographed that is
readily identifiable as belonging to Collier County. The Model and Property Release forms negotiated
and approved by the County Attorney's Office are attached.
FISCAL IMPACT: There is no cost for this project; therefore, there is no fiscal impact.
LEGAL CONSIDERATIONS: The Property Release has been signed for form and legal sufficiency.
The Model Release has also been reviewed for legal sufficiency to ensure that the Board is protected.
Employee participation is voluntary. Employees that are photographed must determine whether to
participate and if so, whether to have their individual counsel review the Model Release. Employees not
participating will not be penalized nor will their likenesses be used without the Model Release. This
item is legally sufficient for Board action. - JAB
GROWTH MANAGEMENT IMPACT: This project has no growth management impact.
RECOMMENDATIONS: That the Board of County Commissioners, as Ex- officio the Government
Board of the Collier County Water -Sewer District approve the Collier County Water -Sewer District's
participation in a photographic documentary of the Water Department and its facilities with independent
professional photographers Dennis Guyitt and Terry Alcorn.
