Agenda 09/23/2008 Item #16C 2Item # 16C2 September 23, 2008 Page 1 of 4 EXECUTIVE SUMMARY Recommendation to award Bid 08 -5096 to Perkin Elmer in the amount of $101,747.30 for the purchase and installation of a simultaneous, dual viewing Inductively Coupled Plasma - Optical Emission Spectrometer. OBJECTIVE: The public purpose of this project is to meet operational needs, stay in compliance with regulatory requirements and to realize cost savings while increasing efficiency in the Pollution Control Laboratory. CONSIDERATIONS: The Pollution Control Department provides laboratory testing services for drinking, waste and environmental water. Data from the Pollution Control Laboratory are utilized in various programs working toward the goals of compliance with Florida Department of Environmental Protection (FDEP) Water and Wastewater permits; Growth Management Plan requirements; existing South Florida Water Management District ( SFWMD) contracts for environmental monitoring; and ensuring the public health, safety and well -being of the citizens of Collier County. An industry standard, the Inductively Coupled Plasma Optical Emission Spectrometer (ICP- OES) instrument is used to analyze trace metals in water samples. Trace metal determinations are essential in establishing ambient water quality trends, identifying potential sources of pollution and determining compliance with state water quality criteria. Metals can produce a wide variety of adverse water quality effects including serious risk to public health and aquatic ecosystems. The instability of the current ICP instrument requires multiple analyses of samples that are non- compliant with National Environmental Laboratory Accreditation Program (NELAP) standards and SFWMD contracts. The planned replacement of current instrumentation will ensure continued productivity and compliance. Laboratory staff will be better equipped to effectively perform their duties and maintain public safety, trust and confidence with reliable, accurate and timely data. The cost to submit metals samples to private outside laboratories ($31,050 per year) will exceed the total cost of the instrument ($101,747.30) within four years. Installation, shipping and staff training are included in the total cost of the instrument. Invitation to Bid No. 08 -5096, "Purchase and Installation of a Simultaneous Dual Viewing ICP- OES," was posted on August 8, 2008, and distributed to registered vendors via the Purchasing Department electronic bid process. Of the (19) bidders notified, (9) downloaded the solicitation and (2) bids were received by the August 20, 2008 deadline. The bids received are summarized in the table below. Item # 16C2 September 23, 2008 Page 2 of 4 be in non - compliance with the Staff reviewed Perkin Elmer's responsible bid; and therefore FISCAL IMPACT: On May 13, 2008 the Board approved agenda item 16.C.6, a budget amendment to recognize additional carry forward and expenditures in operating expenses, capital outlay and reserve for contingencies in the Water Pollution Control Fund (114). Included in this budget amendment was appropriation of funds in the amount of $135,000 for the purchase and installation of the 1CP -OES. Staff has reviewed the scope of work and cost breakdown associated with this project and concludes that the cost is fair and reasonable and represents a best value for the Pollution Control Department. Funds are currently available in Water Pollution Control Fund 114. LEGAL CONSIDERATIONS: This item has been approved by the County Attorney's Office and is legally sufficient for Board action. —SRT GROWTH MANAGEMENT IMPACT: The approval of this bid is consistent with and furthers the goals, objectives and policies of the Collier County Growth Management Plan. RECOMMENDATION: That the Board of County Commissioners: (1) Approve the award of Bid 08 -5096 for the purchase and installation of the ICP -OES from Perkin Elmer in the amount of $101,747.30. (2) Authorize the Chairman of the Board of County Commissioners to execute the standard County approved contract.
