EXECUTIVE SUMMARY
Recommendation to approve Work Order #AAI -FT- 3588 -08 -03 to Ardaman &
Associates, Inc. for the quality assurance and materials testing services for Santa
Barbara Boulevard Extension construction project from Rattlesnake Hammock Road
to Davis Boulevard (Project #60091), using the Annual Contract for Materials
Testing Services, Contract No. 04 -3588, in the amount of $312,000.
OBJECTIVE: To approve a work order for the Santa Barbara Boulevard Extension
construction project from Rattlesnake Hammock Road to Davis Boulevard for the quality
assurance and materials testing services, to Ardaman & Associates, Inc. in accordance with
the Annual Contract for Materials Testing Services, Contract No. 04 -3588.
CONSIDERATIONS: Transportation Engineering and Construction Management
Department has opted to perform the Construction Engineering and Inspection (CEI)
services for the Santa Barbara Boulevard project with in -house staff, resulting in a large
savings to the County. As part of taking on this CEI work, the County is required to obtain
services for quality assurance and materials testing. These services provide nuclear density
testing, concrete cylinder testing, asphalt batch plant inspection, laboratory testing of
concrete and soils, etc. This work requires licensed technicians, a certified laboratory and
a nuclear gage license which the County does not have. This work order provides for the
necessary tasks to complete this type of work.
Ardaman & Associates is under contract #04 -3588 with Collier County for quality
assurance and materials testing services. Approval of this work order will require Board of
County Commissioners approval to waive the $200,000 limit on work orders that is
standard County purchasing policy.
FISCAL IMPACT: Funds in the amount of $312,000 are available in Gas Taxes and
Impact Fees. Source of funds are impact fees and gas taxes.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact
associated with this Executive Summary.
LEGAL CONSIDERATIONS: There are no direct legal considerations to address. -
SRT.
RECOMMENDATION: That the Board of County Commissioners waives the $200,000
work order limit and approve Work Order #AAI -FT- 3588 -08 -03 to Ardaman &
Associates, Inc. in the amount of $312,000 for the Santa Barbara Boulevard construction
project.

This Work Order is for Fixed Term Materials Testing Services, subject to the terms and
conditions of the Contract referenced above, for work known as:
Project: Quality Assurance and Materials Testing Services for Santa Barbara Boulevard
Extension from Rattlesnake Hammock Road to Davis Boulevard
The work is specified in the proposal dated July 18, 2008 from Ardaman & Associates, Inc.
which is attached hereto and made part of this Work Order. In accordance with terms and
conditions of the Agreement referenced above, Work Order #AAI -FT- 3588 -08 -03 is assigned to
Ardaman & Associates, Inc.
Scope of Work: As detailed in the attached proposal and the following:
Task I: Field Testing and Inspection
-Task IA: Soils (Roadway/ Utility Trenching)
-Task IB: Concrete
-Task IC: Asphalt Batch Plant Inspection
Task II: Laboratory Testing
-Task IIA: Concrete
-Task IIB: Soils
(See attached proposal for exact scope of work and budgeted amounts for each task.)
Schedule of Work: Complete work within 20 months from receipt of the Purchase Order and
Notice to Proceed, which is accompanying this Work Order.
Compensation: In accordance with Item 3 of the Agreement, the County will compensate the
Firm in accordance with a time and material amount (established hourly rate- Schedule "A "),
with a do not exceed total cost of $312,000, as provided in the attached proposal.
Any change made subsequent to final department approval will be considered an additional
service and charged according to an executed Change Order as enumerated in Schedule "A" of

Dear Mr. Ritter:
Per our recent discussion, Ardaman is pleased to provide this revised proposal to provide materials sampling and
testing services for Collier County. It is our understanding that you wish to utilize a technician on -site full time for
approximately 20 months to perform soil and concrete testing on behalf of the Collier County Transportation
Engineering andConstruction Management Department. The project will be the extension of Santa Barbara Road,
from Davis Blvd to Rattlesnake Hammock. We understand that there will be Saturday work (estimated every other
Saturday) and an occasional night shift (very rarely).
Ardaman will provide a field technician for an eight- hour -a -day, five -day work week for a cost of $2,880.00 per
week (plus associated laboratory testing fees). If a technician is required for Saturday or Sunday, the rate will be
$90.00 /hr. The hourly fee includes all typical field testing for concrete, grout, mortar and soils. Any laboratory fees
incurred will be invoiced in accordance with the attached unit fee schedule no. 08 -051 for actual services rendered
(this unit fee schedule is in agreement with the unit rates for laboratory testing listed in Ardaman's Fixed Term
Material Testing Service contract #04 -3588 currently in force with Collier County). Based on the above
assumptions, we have included an estimated scope of services and fees for the project for your review. We
estimate that our costs will be about $312,000. We will invoice in accordance with unit fees for actual services
rendered.
Ardaman & Associates, Inc. agrees to the same terms and conditions of current Contract No. 04 -4588 "Fixed Term
Materials Testing Services ". Please authorize us to proceed through your Work Order System.
