EXECUTIVE SUMMARY
Recommendation to approve a budget amendment to appropriate funds in the
amount of $86,434 to reimburse the Collier County. Transportation Department for
the installation of casing crossings associated with the Reliability Wells Project,
71062.
OBJECTIVE: The public purpose of this project is to provide a reliable raw water
supply for the North County Regional Water Treatment Plant.
CONSIDERATIONS: On July 25, 2006, Agenda Item I OJ, the Board of County
Commissioners (Board) awarded Contract 05 -3881R to Better Roads, Inc. for Collier
Boulevard Six -Lane Improvements, Golden Gate to Immokalee Road. This road
construction project included (for Public Utilities) the installation of casing crossings and
short pipe lengths to accommodate a future raw water transmission main. The
installation of these casings will result in the minimization of traffic disruption during
installation of the future raw water pipeline, and a substantial cost savings. This work was
consistent with the 2005 Water Master Plan update, table 8 -1, page 5 of 5, as adopted by
the Board on June 6, 2006, Agenda Item IOB.
On completion of this portion of the work, the Transportation Department reconciled the
project quantities and identified additional quantities installed for this utility portion of
the Project. The additional quantities resulted from the installation of casings and piping
into an area that was not initially considered, but in which it would be difficult to install a
casing in the future. These costs were paid by Transportation Allowance Funds. An
886,434.00 budget amendment is required to reimburse the Transportation Department
for these costs. After approval of the budget amendment, the Transportation Department
will invoice Public Utilities and the funds will be transferred.
FISCAL IMPACT: A Budget Amendment is needed to transfer the funds from WBS
710221, Rehab of Degasification Towers, to "S 710621, Reliability Wells /Raw Water
CR951, Fund 412 User fees. No funds were budgeted in this project for FY 09.
LEGAL CONSIDERATIONS: This item has been approved by the County
Attorney's Office and is legally sufficient for Board action. - JAB
GROWTH MANAGEMENT IMPACT: This project meets current Growth
Management Plan standards to ensure the adequacy and availability of viable public
facilities.
RECOMMENDATIONS: That the Board of County Commissioners, as Ex- officio the
Governing Board of the Collier County Water -Sewer District, approve the necessary
budget amendment.
