Agenda 10/14/2008 Item #16C 1Agenda Item No. 1601 October 14, 2008 Page 1 of 4 EXECUTIVE SUMMARY Recommendation to Award Bid Number 08 -5098 for the furnishing and delivery of Membrane Scale Inhibitor to American Water Chemicals in the estimated amount of $150,000. OBJECTIVE: The object is to obtain approval from the Board of County Commissioners, Ex- Officio, the Governing Board of the Collier County Water -Sewer District, to award Bid Number 08 -5098 to American Water Chemicals for the furnishing and delivery of Membrane Scale Inhibitor. CONSIDERATIONS: The Water Department is responsible for operating the North and South County Regional Water Treatment Plants, which receive raw water from the Tamiami, North Hawthorn, and South Hawthorn well fields. The plants treat the raw water and convert it into potable water. The treatment process requires a number of chemicals, of which Membrane Scale Inhibitor is one. This chemical protects the membranes from 1buling or scaling that would reduce the efficiency of the water treatment process. The bid was posted on July 11, 2008, by the Purchasing Department with 12 vendors requesting packages. The Purchasing Department received three bids. After review of the bids by staff, two of the three vendors were found to be in compliance with the bid documentation. The Public Utilities Division recommends award to the lowest qualified bidder, American Water Chemicals. FISCAL IMPACT: Funds in the amount of $150,000 are available in the County Water /Sewer Fund (408). The source of funding is user fees. The exact amount of the contract will be dependent on the potable water demand from District customers. LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. - JAB GROWTH MANAGEMENT IMPACT: There is no impact on the County's Growth Management Plan. RECOMMENDATION: The Board of County Commissioners award Bid #08 -5098 for the furnishing and delivery of Membrane Scale Inhibitor to American Water Chemicals in the estimated amount of $150,000.
