Recommendation that the Board of County Commissioners approve an exception to the
current hiring freeze policy for general fund positions and authorize the Stormwater
Management Section of the Road Maintenance Department to advertise for and replace an
essential Project Manager position which was vacated on July 18, 2008.
OBJECTIVE: To gain approval from the Board of County Commissioners of an exception to
the current hiring freeze policy to authorize the Stormwater Management Section of the Road
Maintenance Department (Transportation Division) to advertise for and replace a vacated
essential Project Manager position.
CONSIDERATIONS: On July 18, 2008 a Project Manager position was vacated by an
employee whose work visa was set to expire on July 31, 2008. Due to various factors, the
County could not sponsor this individual for a visa renewal past the expiration date.
Work responsibilities associated with this Stormwater Project Manager position have not ceased.
The Stormwater Management Section has program commitments and planned endeavors directly
linked to continuance of tasks previously assigned to this position. Immediate needs are
continuation of planning efforts such as updating the County's Stonnwater Master Plan, AUIR
and EAR, Growth Management Plan, support and coordination with CDES watershed studies,
Floodplain Management Plan, Hazard Mitigation Plan, Emergency Management Plan, and the
Southwest Florida Feasibility Study. This position is also tasked with leading Stonnwater
Management's pursuit of capital project grant funding, coordination on projects with common
links between County Stormwater Management and other County departments, as well as the
South Florida Water Management District and the City of Naples. This position provides public
involvement support for all projects. ensuring that the public is well informed about all
stoirnwater projects, as well as what their expectations will be while work is being done in their
neighborhoods, with the goal of minimizing disruption to constituents and their adjacent
property.
LEGAL CONSIDERATIONS: This item has been reviewed for legal sufficiency and is legally
sufficient for Board action. -JW
FISCAL IMPACT: A budget amendment is needed to transfer funds in the amount of $81,800
from the Stormwater Capital Fund 325 (LASIP Project #51101) to the Stormwater Operations
Fund 324 to cover salary and benefits. This position was budgeted in the FY08 Budget;
however, it did not get included in the FY09 Budget by mistake. The source of funding is ad
valorem taxes.
GROWTH MANAGEMENT IMPACT: This item has no impact on the Growth Management
Plan.
RECOMMENDATION: That the Board of County Commissioners approve an exception to the
current hiring freeze policy and authorize the Stormwater Management Section of the Road
Maintenance Department to advertise for and fill a Project Manager staff position and approve
the necessary budget amendment.
