EXECUTIVE SUMMARY
Recommendation to consider the Habitat Conservation Plan Advisory
Committee's recommendation to reduce the membership of the Habitat
Conservation Plan Advisory Committee from 13 members to 9 members and
to extend the Committee's term 3 years
OBJECTIVE: To have the Collier County Board of County Commissioners (BCC) consider
reducing the membership of the Habitat Conservation Plan (HCP) Advisory Committee
(Committee) from 13 members to 9 members and to extend the Committee's term 3 years.
CONSIDERATION: The BCC adopted Resolution 2005 -174 establishing the Habitat
Conservation Plan Ad -hoc Advisory Committee with the primary purpose to assess the
feasibility of a Habitat Conservation Plan to address red - cockaded woodpeckers (RCWs).
Subsequent to this resolution, the BCC adopted Resolution 2006 -41 to add additional members
to the Committee and broadened the scope of the proposed HCP to be a multi - species plan that,
depending on geographical scope, would need to address more listed species than just RCWs.
Resolution 2006 -41 identifies the following functions and duties for the Committee:
A. To serve as a forum for community review and discussion regarding Habitat Conservation
Plans.
B. To evaluate the feasibility of using Habitat Conservation Plans to protect endangered species
in Collier County, excluding the Rural Lands Stewardship Area, and in particular to explore
the ramifications of multi- species HCPs, including the following elements:
1. Issues of geographical scope and coverage of HCPs;
2. The species associated with the geographical scope;
3. Types of impacting activities, including County infrastructure needs;
4. Financial impacts of multi- species HCPs;
5. Community support of HCPs; and
6. Alternatives to HCPs if HCPs are not deemed feasible
C. To provide a recommendation to the Board of County Commissioners regarding the
development and implementation of Habitat Conservation Plans.
After considerable deliberation, the Committee has found it advantageous to reduce the
membership of the Habitat Conservation Plan Advisory Committee from 13 members to 9
members and on May 28, 2008 passed the following motion on a vote of 7:0.
Ms. Katz moved to request the Board of County Commissioners reduce the membership of the
Habitat Conservation Plan Advisory Committee from 13 members to 9 members. Second by Dr.
Mogelvang, carried unanimously 7 -0.

The Habitat Conservation Plan Advisory Committee (HCPAC) met on August 27, 2008, to
discuss in requesting an extension from the Board of County Commissioners until January 24,
2012.
Mr. Carter moved (to request the Board of Commissioners extend the Habitat Conservation
Advisory Plan Committee until January 24, 2012). Second by Ms. Katz, carried unanimously 7-
0.
FISCAL IMPACT: The committee has been meeting monthly since July 2007; summary
minutes of each full committee meeting are taken at an average cost of $150 per meeting.
Meetings since June 2008 have been sub - committee meetings only to ensure presence of a
quorum and members have taken minutes. County Manager agency staff time using non -
Environmental Review staff has averaged 40 + / -hours per meeting to support the committee's
activities. Sufficient funds are budgeted in the FY09 budget to continue the Committee's work.
GROWTH MANAGEMENT IMPACT: The County will continue to rely on the Objectives
7.1 and 7.2 and their attendant policies within the Conservation and Coastal Management
Element for the protection of wildlife and listed species.
LEGAL CONSIDERATIONS: This Executive Summary has been reviewed for legal
sufficiency and is legally sufficient for Board action. - STW
RECOMMENDATION: That the Board of County Commissioners considers reducing the
Habitat Conservation Plan Advisory Conuruttee from 13 members to 9 members and to extend
the committee's term 3 years.

RESOLUTION 2008-
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS,
COLLIER COUNTY, FLORIDA, TO REDUCE THE NUMBER OF
MEMBERS OF THE HABITAT CONSERVATION PLAN ADVISORY
COMMITTEE FROM THIRTEEN TO NINE MEMBERS AND TO
EXTEND THE TERM OF THE AD HOC COMMITTEE FOR THREE
YEARS.
WHEREAS, on April 26, 2005, the Board of County Commissioners adopted Resolution
2005 -174 establishing the Habitat Conservation Plan Advisory Committee as an ad hoc
committee; and
WHEREAS, on January 24, 2006, the Board of County Commissioners adopted
Resolution 2006 -41, that among other amendments, altered the membership of the Habitat
Conservation Plan Advisory Committee from nine (9) to thirteen (13) members and provided for
the extension of the existence of the Habitat Plan Advisory Committee by Resolution of the
Board of County Commissioners at any time prior to the dissolution of the ad hoc committee on
its own terms on September 12, 2009 ; and
WHEREAS, the Committee has duly considered each item of this Resolution and
provided the Board of County Commissioners with its recommendation for approval.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA that the Habitat Conservation Plan
Advisory Committee membership shall be reduced from thirteen (13) to nine (9) members and at
the conclusion of three (3) years from the date of this Resolution, the Committee's service shall
be dissolved; however, if by Resolution the Board of County Commissioners extends the term of
the Committee, dissolution shall occur at the end of the extended term.
