EXECUTIVE SUMMARY
Recommendation to approve FilterOne USA as the sole source authorized Parkson
Service Center in the State of Florida, as affirmed by Parkson Corporation, and to
approve requisition No. 10134495 in the amount of $98,795.00 to FilterOne USA,
LLC, for the refurbishment of the Parkson Aqua Guard Screen at South County
Water Reclamation Facility, Project 73969.
OBJECTIVE: The public purpose of this project is to maintain compliance with Florida
Department of Environmental Protection permit conditions, especially during peak flow
conditions such as those experienced during heavy rain and/or storm events, at the South
County Water Reclamation Facility (SCWRF).
CONSIDERATIONS:
The SCWRF processes wastewater flow from the South County wastewater system. The
plant's first process in the treatment of wastewater consists of three screen systems which
grind and filter the wastewater so it can be pumped and processed through the plant.
Two of the three screen systems are manufactured by JWC Environmental and were
recently replaced with a more technologically advanced model. The third screen is
manufactured by Parkson Corporation and has been used very effectively since 1992.

The $98,795.00 refurbishment cost for the existing Parkson unit involves replacing all
deteriorated components while re-utilizing those that have not experienced wear and tear
(e.g. the stainless steel frame). We estimate the refurbishment would extend the life of
the unit 8-12 years, depending on usage. It is likely that at the end of this period the unit
could be refurbished again. The existing Parkson unit at the SCWRF was last refurbished
12 years ago, in 1996; it is now due for a second refurbishment. Delaying this
refurbishment would lead to further deterioration of components, an increase in the cost
of the refurbishment, and a decrease in reliability which could impact SCWRF plant
compliance requirements.
County staff has established that the Parkson screen refurbishment cost of $98,795.00 is
fair and reasonable when compared with the cost of $356,000.00 for replacing each ofthe
two JWC Environmental units, completed in August 2008, and $350,000.00 for replacing
the existing Parkson unit with a new one. The proposed $98,750.00 refurbishment cost
ofthe single Parkson unit is a financially sound decision.

FilterOne USA has done extensive work for Collier County as a subcontractor. They are
the sole source Authorized Parkson Service Center in the state of Florida (please see the
sole source letter attached). To date, their work has been top quality and their teamwork
excellent. They were recently subcontracted to install two new fine screens at the
SCWRF; this work was approved by the Board of County Commissioners on March 11,
2008, under Agenda Item 16C. Two years ago, they were subcontracted to install two
new bar screens at the North County Water Reclamation Facility (NCWRF). Both
installations went smoothly and served to establish FilterOne USA as a responsible and
responsive contractor.

The proposed scope of work involved in the refurbishment of the existing Parkson screen
system is consistent with the 2008 Wastewater Master Plan Update as adopted by the
Board on June 24, 2008, as Agenda Item 100. Project No. 73969 is on page 3 of 5, line
101.
The Purchasing Department has reviewed the information in this Executive Summary.
FISCAL IMPACT: Funding for this obligation is available in the FY09 Capital Budget
adopted by the Board of County Commissioners at a special meeting on September 18,
2008. Funds in the amount of $98,795.00 are available in Project 73969, SCWRF
Technical Support. The source of these funds is the Wastewater User Fee Fund 414.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney
and is legally sufficient for Board action. JAK
GROWTH MANAGEMENT IMPACT: This project meets current Growth
Management Plan standards to ensure the adequacy and availability of viable public
facilities.
RECOMMENDATIONS: That the Board of County Commissioners, as the Ex-officio
governing Board of the Collier County Water-Sewer District:

the State of Florida, as affirmed by Parkson Corporation.
. Approve requisition No. 10134495 in the amount of $98,795.00 to FilterOne
