EXECUTIVE SUMMARY
Recommendation to Reject Bid No. 08-5087 for "Bridge Repair and Maintenance".
OBJECTIVE: To procure maintenance services for bridges throughout the County in a more
competitive and responsive manner.
CONSIDERATIONS: The Road and Bridge Maintenance Department is responsible for the
repair and maintenance of97 Collier County owned bridges, Bid No, 08-5087 was issued on July
7, 2008 soliciting contractors for the repair and maintenance of Collier County bridges. This was
the first time that staff had competitively let this agreement. Four hundred and ninety eight (498)
Notices were sent and seventy (70) bid packages were downloaded. Two (2) bids were received
on July 31, 2008 and one (1) was deemed non-responsive,
In reviewing the results from the bid opening, staff was disappointed to have received only one
responsive bid, The intent was to award the contract to multiple vendors. Staff subsequently
determined that there were issues with language pertaining to mobilization fees that led to
ambiguity among the bids received and contributed to other firms electing not to bid on the
work, Further, staff feels that there may be a better method for pricing each job under the
contract than the method used in the bid solicitation. Staff recommends rejecting the bids
received, reformatting the solicitation and issuing a new solicitation,

FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary,
GROWTH MANAGEMENT IMP ACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATION: This item raises no legal issues. -JAK
RECOMMENDA TION: That the Board of County Commissioners reject Bid No, 08-5087 for
"Bridge Repair and Maintenance" and authorize staffto reissue a modified solicitation.
