APPOINTMENT OF MEMBER(S) TO TIlE WATER AND W ASTEW ATER AUTHORITY
OBJECTIVE: To appoint 1 member to fulfill the remainder of a vacant term, expiring on May
21,2010, to the Water and Wastewater Authority.
CONSIDERATIONS: The Water aDd Wastewater Authority has 1 vacancy due to a
resignation, with the term expiring on May 21, 201 O. This 5 member council was established on
February 27, 1996, by Ordinance No. 96-6 to regulate utility rates and related matters regarding
non-exempt water and wastewater utilities in unincorporated Collier County. Three members
shall be technical in nature, with expertise in engineering, fmance and/or business
administration. The remaining 2 members shall be appointed on the basis of individual civic
pride, integrity, and experience in any area of regulation. Members are required to file a Form 1
Statement of Financial Interests each year with the Supervisor of Elections. After initial
staggered terms, the terms will be 4 years. A list of the current membership is included in the
backup.
Mr. Robert C. Bennett resigned on July 28, 2008. A press release was issued and resumes were

Review of Water and Wastewater Authority Applications
The position that is currently open on the Collier County Water and Wastewater Authority (CCWW A) is
for a technical member. In accordance with Collier County Ordinance 96-6, as amended, ..Each technical
member shall be appointed on individual expertise in one (1) of the following areas:
(i) Engineering: with experience in water and sewer systems,
(ii) Finance, accounting, rate-making, and/or utility regulation; or
(iii) Business administration."
Dr. Sherwin H. Ritter, M.D. has indicated that he is not only an educated, trained, and certified medical
doctor with extensive involvement in professional clubs, organizations and committees, but Dr. Ritter has
also pointed out that he has worked in private practice since 1967. As a private practice physician,
owning his own business would qualifY the business administration experience, as he most likely
possesses finance, accounting and business administration knowledge. Dr Ritter also resides within the
Twin Eagles community, Orange Tree Utility Service Area, and would be able to provide valuable
insight as a customer of a utility that is regulated by the CCWW A. There are currently no members on
the Authority that are served by a utility that is regulated by Collier County.
Applicant An Trinh reports to have an Associate in Science Degree in Engineering; however, there is no
experience listed pertaining to working within the water and wastewater industry. Additionally this
applicant indicates that they possess a great deal of experience in real estate sales, but no finance or
business administration experience. Based off of this application, this applicant does not meet the
minimum standards to qualifY for this position on the CCWW A.
