EXECUTIVE SUMMARY
Recommendation for the Collier Community Redevelopment Agency (CRA) Board to authorize
the Bayshore Gateway Triangle CRA Executive Director to serve as the Special District
Registered Agent for the Collier County CRA
OBJECTIVE: To receive authorization for the Bayshore Gateway Triangle CRA Executive Director
to serve as the Special District Registered Agent for the Collier County CRA.
BACKGROUND: When the Collier County CRA was created in 2000, all the functions of the CRA
were housed in the Collier Comprehensive Planning Department. In 2004, the Bayshore Gateway
Triangle CRA component created a separate staff and established offices and services independent of
Comprehensive Planning. In December 2007, the Immokalee CRA component replicated those actions.
CONSIDERATIONS: The name of the Special District Registered Agent is confirmed in October of
each fiscal year. Exhibit B is the Florida Department of Conununity Affairs annual notification and
Special District Fee Invoice.
Since the responsibilities and duties of CRA operations and management have been removed from the
Comprehensive Planning Department, the name of the Collier CRA Registered Agent should be
designated as one of the CRA Executive Directors, the CRA Attorney or the chair of the CRA Board
(Exhibit A).
The Collier County CRA's component executive directors discussed this issue and recommend the
following:
. One of the executive directors should represent the Collier County CRA as the Special District
Registered Agent as recommended in Exhibit A;
. The longest serving (senior) executive director will be named each fiscal year;
. Changes in Registered Agent will be approved by the CRA Board;
. The $175 annual fee will be split equally between Funds 186 and 187;
. All correspondence received concerning the Special District will be fOlwarded to the County
Attorney Office for review and appropriate action, if required.
FISCAL IMPACT: The Bayshore Gateway Triangle CRA (Fund 187) and Immokalee CRA (Fund
186) will budget for this $175 annual expense. CRA Trust Funds will be used to fund this requirement.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This action is authorized by Sectionsl89.412 and 189.427 F.S_ and
Chapter 9B.50 F AC. The County Attorney Office has reviewed this item and it is legally sufficient.

TO ALL SPECIAL DISTRICTS:
Enclosed is the combined annual Special District Fee Invoice and Update Form (the "Form") for
Fiscal Year 2008 - 2009 (October 1. 2008 - September 30, 2009). me purpose of the fee is to pay the
costs for the Department of Community Affairs to adminisler the Uniform Special District Accountability
Act of 1989. The purpose of the update form is to keep the Official List of Special Districts Online up to
date. For more information about these two special district requirements, please visit
www.FloridaSpeciaJDistricts.org.
To avoid up to $50 in penalties and a report of collection activities to credit bureaus, the $'75
payment must be postmarked by December 10, 2008 (at thiS "me no electronic payment option is
available). In addition, the Registered Agent must review the :nformation about the special district at the
top of the form. update it as necessary, provide any missing data, sign and date where indicated, and
retum the form with the payment. To reduce common errors and to ensure that the payment and updates
are posted properly, please follow these important guidelines:
1. Mail the payment and the signed and dated update portion of the form to: Department of
Community Affairs, Finance & Accounting Office, 2555 Shumard Oak Blvd., Tallahassee, FL
32399.2100.
2. Keep the bottom portion of the form as a receipt.
3. Disc-.ard the Zero Annual Fee Certification Section if the special district is not applying for a zero fee.
4. If Ihe spec'lal district is applying for a zero fee and meets all fIVe requirements, mail the signed and
dated Zero Annual Fee Certification Section ilnd the signed and dated update portion of the form to
the above address. If the information IS verified, the Department will approve a zero fee.
5. Carefully coordinate payment of the fee with your attorney, management firm, registered agent,
andTorlocal governmgillJtnority10 avoid duplicate paymonts.
