EXECUTIVE SUMMARY
Recommendation to Award RFP #08-5063R, "Annual Contract for Analytical Laboratory
Services" to Pace Analytical Services, Genapure Analytical Services and Southern
Analytical Laboratories to provide laboratory testing for Public Utilities Water,
Wastewater and Pollution Control Departments.
OBJECTIVE: To receive Board approval for the award of Request for Proposal 08-5063R for
Analytical Laboratory Services for various County departments in order to meet regulatory and
other requirements.
CONSIDERATION: The Public Utilities Division provides laboratory testing services for
drinking, waste and environmental water. Thcse services are provided cooperatively through
three departments: Water, Wastewater and Pollution Control and Prevention. Data from the
Public Utilities Laboratories are utilized in various programs working toward the common goals
of compliance with Florida Department of Environmental Protection (FDEP) Water and
Wastewater permits; Growth Management Plan requirements; existing South Florida Water
Management District (SFWMD) contracts for environmental monitoring; ensuring the public
health, safety and well-being of Collier County.

RFP# 08-5063R was issued on August 25, 2008 and closed on September 18, 2008 soliciting
contractors for Analytical Laboratory Services. Notices were forwarded to 84 contractors and
four bids were received. A Selection Committee meeting was held on October 9, 2008 and after
review and discussion, and by consensus of the members. the following three firms have been
selected and recommended for award of RFP:
Pace Analytical Services
Genapure Analytical Services
Southern Analytical Laboratories
The Selection Committee Members wish to award to Pace Analytical Services and Genapure
Analytical Services laboratory testing for Wastewater, Pollution Control and the Water
Department with Southern Analytical Laboratories as back up for Water Department. Services
will be requested by purchase order.
FISCAL IMPACT: Funds for the purchase of the above services are in County Water/Sewer
Fund 408 & Water Pollution Control FundI 14
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. Once the
standard County Attorney approved contract is executed by the recipient of the award, it will be
reviewed for legal sufficiency prior to presentation to the Chairnlan of the Board for signature. -
