Agenda 11/18/2008 Item #16A14 EXECUTIVE SUMMARY Agenda Item No. 16A14 November 18, 2008 Page 1 of 4 That the Board of County Commissioners (Board) approve a proposal from the Florida Department of Environmental Protection to split the payment of the applicable fees into two separate payments for all plan review, approval and field inspections for DEP Project #60663, Collier - Seminole State Park Campground Improvements. OBJECTIVE: To have the Board approve a proposal from the Florida Department of Environmental Protection (FDEP), Division of Recreation and Parks, Bureau of Design and Construction to split the payment of the applicable fees into two separate payments, one payment for the fees associated with plan review and approval and the second to be paid at permit pick-up for all related field and final acceptance inspections related to DEP Project #60663, Collier - Seminole State Park Campground Improvements. CONSIDERATIONS: FDEP is planning for a complete renovation of the Collier - Seminole State Park, located on US4l East Tamiami Trail. The scope of work is defined as, "Entire camping area to be renovated, this includes roadways, campsite locations, sewer services to 80 campsites, water service to 99 campsites, the construction of two new bath houses and renovations to two existing bath houses." Due to funding cycles associated with project delivery and the design-bid-build process, FDEP is requesting to split fee payments into two separate payments, one to cover plan review activities for work done under the design contract and the second after proj ect award for construction to cover all applicable work related to field inspections and final approval inspections. Pursuant to Exhibit A of the Collier County Administrative Code (Section 2-10 et seq. of the Collier County Code of Laws and Ordinances), all fees related to project review and approval are to be paid at application. Staff has no objection to the proposal as proffered by FDEP. From a timing perspective, the payment for work activities related to field inspections and final acceptance are more closely aligned to when the work will be performed and therefore will have little to no fiscal impact. The most recent amendment is Resolution No. 2008-152, Attachment B which provides "fees are established by the Board of County Commissioners Resolution and cannot be waived or suspended without action by the Board of County Commissioners." If the Board desires, it may approve the payment plan proposed in this Executive Summary. This item is ready for Board consideration and approval.--HF AC FISCAL IMPACT: Estimated total cost for services provided is $47,149.00 to be paid in two separate installments as noted above.
