MSTU ADVISORY COMMITTEE
OBJECTIVE: To appoint 2 members (0 serve 4 year terms, expiring on November 13, 2012, to
the Vanderbilt Beach Beautification MSTU Advisory Committee
CONSIDERATIONS: The Vanderbilt Beach Beautification MSTU Advisory Committee
has 2 terms expiring on November 13, 2008. This 5 member committee was established on July
31,2001 by Ordinance No. 2001-43 to aid and a~sist the BCC in carrying out the purposes of the
MSTU, to prepare and recommend to the BCC an itemized budget for the MSTU and
recommend work programs and priorities to the County Manager. Members must be permanent
residents within the MSTU. Terms will be 4 years. A list of the current membership is included
in the backup,

NOTE: Section Seven (B) of Ordinance 2001-55 states "Terms of office for Board members
shall be limited to two consecutive terms of service on anyone Board. .." Under (D) of the
same section, it is noted that "By a unanimous vote of the Commission, the limitations set forth
in subsection (B) above may be waived", According to available rewrds, Charles Arthur and
Alvin D. Martin, Jr. have served 2 terms, Should the Board wish to re-appoint Mr. Arthur and
Mr. Martin, the limitations on two consecutive terms will nced to be waived,

RECOMMENDATION: That the Board of County Commissioners consider the
recommendation for appointment, appoint 2 members, and direct the County Attorney to prepare
a resolution confirming the appointments.

SUBJECT: Vanderbilt Beach Beautification MSTU
Recommendation to the Board for filling two vacant positions.
The Vanderbilt Beach Beautification MSTU has received and reviewed two applications by the prescribed
deadline for its two vacancies. The Applicants were evaluated based on the potential contributions to the
Committee. Both applicants meet the criteria required to be eligible for the committee and reside within
the MSTU's district boundary.
Mr. Charles Arthur has served on this committee for 6 years with 5 excused absences. Mr. Alvin Martin has
served on this committee for 6 years with 4 excused absences. The Committee recommends both Mr. Arthur and
Mr. Martin for re-appointment for the current vacancies.
