Agenda 12/02/2008 Item #16B11 Agenda Item No. 16611 December 2, 2008 Page 1 of 5 EXECUTIVE SUMMARY Recommedation to award RFP #08-5067 for Real Estate Appraisal Services to the following firms: American Acquisition Group; Anderson & Carr; Appraisal Group of Central Florida; Boyd, Schmidt & Brannum; Callaway & Price; Kenneth C. Evans; Kennth R. Devos; Integra Realty Resources; Real Estate Appraisal & Litigation; Retech; and Wilcox Appraisal Services OBJECTIVE: To create a list of qualified pre-approved real estate appraisal firms to perform real estate appraisal assignments for the County. - CONSIDERATIONS: Real estate appraisers are frequently needed by Collier County to estimate the compensation due to property owners as a result of the necessary acquisition of their properties (or portions thereof) for the construction of public improvement projects such as roads, canals, parks, utility facilities, Conservation Collier purchases, etc, Real estate appraisers may also be needed by the County to estimate the value of County-owned property that is being contemplated for sale or lease. Assignments can range from simple one-dimensional appraisals using the comparable sales approach only, to complex before-and-after appraisal problems involving severance damages to the remaining lands and estimates of cure where only a portion of an improved property is being acquired by the County. This use of qualified, pre-approved appraisers working under a competitive fixed hourly fee schedule has successfully allowed the County to order appraisal services without implementing a costly and time consuming bid process for individual assignments. This process has also permitted County staff to be more selective in employing the appraisal firms best suited to perform various appraisal assignments based upon the level of specialized expertise needed for a particular assignment. All of tlle selected firms have agreed to bill based upon a conllilon rate schedule; work assignments will be a function of workload and project specific expertise. RFP #08-5067 was advertised on July 3, 2008. In addition to the required advertisement, 69 notices were sent to professionally recognized appraisal firms throughout southern and central Florida (including those firms currently approved by the County). Twenty-six (26) bid packages were ultimately requested and twenty-two (22) proposals were submitted of which one was incomplete and deemed non-responsive. On October 2, 2008, the RFP Selection Committee met and chose these eleven (ll) firms for approval under a competitive review process. FISCAL IMPACT: Fees for real estate appraisal services will be paid from various fund sources and cost centers established to support capital improvement element projects and other miscellaneous projects over the lenn of the bid. The contracts will be in the foml of purchase orders. The establishment of this new list of approved appraisers will have no fiscal impact beyond what has been previously budgetcd for appraisal services for these various projects. .- LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient for Board action.~SRT Ilgenda Item No. 16B11 December 2. 2008 Page 2 of 5 GROWTH MANAGEMENT IMPACT: Approval of the following recommendation will have no impact upon the County's Gro~1h Management Plan.
