EXECUTIVE SUMMARY
Recommendation to award Bid # 08-5103 -- Demolition of Commercial and Residential
Structures to Cross Environmental Services, Inc., Hone Marine Contracting, Inc. d/b/a
Hone Destruction, and Gruelle Construction, Inc.
OBJECTIVE: To award Bid #08-5103 for Demolition of Commercial and Residential
Structures to Cross Environmental Services Inc, Honc Marine Contracting, Inc, d/b/a Honc
Destruction, and Gruelle Construction, Inc, These three companies will compete on individual
demolitions in order to obtain the best price for the work required, By having three firms
providing quotes we can utilize the competitive nature of the market while maintaining minimum
standards, assuring quality control and that jobs are completed in a timely manner.
CONSIDERATION: The Code Enforcement Department is responsible for the enforcement of
Collier County Land Development Code and Collier County Code of Laws and Ordinances
within unincorporated Collier County, Several code provisions grant authority to the County to
abate nuisances including the demolition of non-compliant structures when the property owner
fails to comply after legal notice and due process requirements have been met
The Collier County Purchasing Department posted Bid #08-5103 on August 26, 2008, Notices
were electronically transmitted to 519 contractors and ten (10) bids were received. Bids were
tabulated using a table of services with unit pricing for each service. Overall tabulation of the
unit pricing from each company determined rank, This was done to provide better selection of
firms and tailor the award of each job to the company that can provide the best value to the
County.
The three lowest bid companies have been selected based on their response. These companies
will be contacted for each job to provide their unit prices based on the unique nature of each
demolition. This should provide the County with the best possible pricing.
FISCAL IMPACT: During FY 2007-2008 the Code Enforcement Department contracted for 10
structural demolitions with an average cost of $3,725 per structure. Code Enforcement
anticipates thirty (30) demolitions in the current fiscal year. Costs associated with demolition
services are budgeted from Fund Ill. Demolition expenses are generally recovered through
invoices sent to affected property owners, A lien is placed on the property if invoices are not
paid.
LEGAL CONSIDERATIONS: The award of the bid to the three lowest bidders is authorized
by Subsection ItC.3.b. of the Procurement Administrative Procedures, This item is not quasi-
judiciaL This item requires a simple majority vote, This item has been reviewed by the County
Attorney's Office and is legally sufficient for Board action, (MMSS)

RECOMMENDATION: That the Board of County Commissioners award Bid #08-5103
"Demolition of Commercial and Residential Structures" to three companies, Cross
Environmental Services Inc, Hone Marine Contracting, Inc, d/b/a Hone Destruction, and Gruelle
Construction, and authorize the Chairman to execute the standard contracts after review and
approval by the County Attorney's Office.
