Agenda 12/16/2008 Item #16J 1 Agenda Item No. 16J1 December 16. 2008 Page 1 of 3 .- EXECUTIVE SUMMARY RECOMMEND THAT THE BOARD OF COUNTY COMMISSIONERS DESIGNATE THE SHERIFF AND SHERIFF ELECT AS THE OFFICIAL APPLICANT(S) AND' POINTS-OF-CONTACT, ACCEPTERS OF THE GRANT WHEN AWARDED, RECEIVE AND EXPEND GRANT FUNDS, AND APPROVE AND SUBMIT APPLICABLE BUDGET AND PROGRAM MODIFICATIONS FOR A UNITED STATES DEPARTMENT OF HOMELAND SECURITY FISCAL YEAR 2009 OPERATION STONE GARDEN GRANT. OBJECTIVE: To obtain approval from the Collier County Commission to designate the Sheriff and Sheriff Elect as the official applicant(s) and points-of-contact, accepters of the grant when awarded, receive and expend grant funds, and approve and submit budget and program modifications for a United States Department of Homeland Security fiscal Year 2009 Operation Stone garden Grant, - CONSIDERATION: 1. The Collier County Sheriffs Office has participated in public safety, including many homeland security, grant programs for over 20 years, 2. This homeland security grant program is intended to increase coordination and local capability in support of Department of Homeland Security goals including those of the United States Customs and Border Protection. 3. The Operation Stoncgarden (OPSG) grant program will effectively address the constantly changing threats to our borders based upon new, emerging, and changing intelligence. 4. The fiscal year 2009 OPSG funds will provide a flexible framework of funding to support operational efforts along our borders, such as the prcvcntion of, and operational response to, illegal activities. 5, The Collier County Sheriffs Office Operation Stonegardcn Grant will support U. S. border Statcs and tcrritories in: . Increasing capability to prevcnt, protect against, and respond to border security Issues . Encouraging local operational objectives and capabilitics to cnhance National and State Homeland Security Strategies . Increasing coordination and collaboration among federal, State, and local law enforcement agencies with continuing the distinct capability enhancements required for bordcr security and border protection . Continuing thc district capability cnhanccmcnts required for border security and border protection . Providing intelligence-based operations through United States Customs and Border Protection experts to ensure safety and operational oversight of Federal, State, local and tribal law enforcement agencies participating in OPSG operational activities 6. The Statc Administrative Agency for this Department of Homeland Security will be the Florida Department of Emcrgcncy Management. - ,.
