Agenda 12/16/2008 Item #16E12 Agenda Item No. 16E12 December 16, 2008 Page 1 of 2 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners recognizes the Guardian ad Litem Holiday Gift Tree as an official, seasonal employee charity. OBJECTIVE: To recognize and authenticate the efforts of employees in contributing personal funds to the Guardian ad Litem Gift Tree Program. CONSIDERATIONS: Guardian ad Litem is a child advocacy program under the adjunct of the Collier County Court Administration System, which recruits, trains, and supervises volunteers who represent the best interests of abused, neglected, and abandoned children in court proceedings. Each year the program sponsors a gift tree to provide holiday gifts to those children who might otherwise not receive gifts during the holiday season and each year Collier County employees have rallied to support this effort with personal contributions. ---- A group of employees, acting on their own time, help distribute gift request cards, collect and distribute gifts, and, if so requested, accept monetary donations and handle the shopping themselves. All monies received and purchases made are carefully recorded and accounted for and any small amount that may be left over is carried over into the next gift giving season. FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: The purpose of this Executive Summary is to gain Board approval of a long-standing staff practice of soliciting donations for a seasonal, charitable program, which practice includes the use of the County's e-mail system and soliciting cash donations from fellow County employees. Should the Board not grant its approval, the employees would be left to continue whatever charitable work they wish to engage in outside of County Government. This item, which is ready for Board action, is a non quasi-judicial matter requiring majority vote. - JAK RECOMMENDATIONS: That the Board of County Commissioners recognizes this personal endeavor and authorizes minimal seasonal use of the County's email, network, and interoffice mail systems in a manner similar to that used in the United Way Campaign.
