Agenda 12/16/2008 Item #16D 5 Agenda Item No. 16D5 December 16, 2008 Page 1 of 2 .~ EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners authorize during FY 2009, FY 2010 and FY 2011 the expenditure of $75,000 each year under Coastal Zone Management Contract #08.5082 in order to plant Sea Oats in conjunction with Dune Restoration throughout Collier County. OBJECTIVE: To provide for planting of Sea Oats throughout Collier County for sand dune restoration for FY09-11. CONSIDERATION: This work is performed on a yearly basis by Collier County Coastal Zone Management Department to plant sea oats for beach dune restoration. Sea Oats and other native beach dune plants stabilize and protect dunes from erosion. Contract 08-5082, Sea Oat Planting for Collier County Coastal Zone Management was awarded to EarthBalance on July 22, 2008, Agenda Item 16.0.1. The bid document contemplated a two year contract with two one year renewals, with the intention that the County would expend $75,000 annually to plant sea oats. Staff is recommending that the Board approve the expenditure of $75,000 annually for FY 2009, FY 2010 and FY 2011. ADVISORY COMMITTEE RECOMMENDATIONS: The CAC approved this item at their April 10,2008 meeting (8 to 0). The TDC approved this item at their May 19, 2008 meeting (7 to 2). ..- FISCAL IMPACT: Category "A" Tourist Development Taxes will fund Contract #08-5082. Sufficient budget exists in FY 2009 to fund year one of the planting contract. Subsequent budgets for FY 2010 and FY 2011 will reflect an appropriation of $75,000 annually to fund Sea Oat planting. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office. This item is not quasi judicial, and as such ex parte disclosure is not required. This item requires majority vote only. This item is legally sufficient for Board action. -CMG GROWTH MANAGEMENT IMPACT: This project has no impact on the Growth Management Plan.
