EXECUTIVE SUMMARY
Recommendation to Award Bid Number 09-5145 for purchase of cartridge filters for the
North and South County Regional Water Treatment Plant to George S. Edwards,
Company Incorporated in the estimated amount of $500,000.
OBJECTIVE: The object is to obtain approval from the Board of County Commissioners, Ex-
Officio the governing Board of the Collier County Water-Sewer District to award Bid Number
09-5145 for the purchase of cartridge filters to George S. Edwards, Company Incorporated.
CONSIDERATIONS: The Water Department utilizes reverse osmosis and membrane
softening treatment processes. In order to complete these processes, raw water must be pre-
filtered prior to contact with the membranes. Efiicient cartridge filtration is critical to remove
debris and sand, which is found in the raw water supply.
The bid was posted on October 24, 2008, by the Purchasing Department with 20 vendors
requesting packages. The Purchasing Department received three bids, with two being found in
compliance with all bid specifications. The Public Utilities Division has reviewed two bids and
is recommending award to the lowest responsive bidder, George S. Edwards, Company
Incorporated.

FISCAL IMPACT: Funds in the amount of $500,000 are available within the County
Water/Sewer Fund (408). The source of funding is user fees. The exact amount of the contract
will be dependent on the amount of water produced, during the life of the contract.
LEGAL CONSIDERA nONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action.-SRT
GROWTH MANAGEMENT IMPACT: There is no impact on the County's Growth
Management Plan.
RECOMMENDATION: The Board of County Commissioners award Bid #09-5145 for the
purchase and delivery of cartridge filters to George S. Edwards, Corporation Incorporated.
