EXECUTIVE SUMMARY
Recommendation to Award Bid Number 08-5123 for purchase of hauling and disposal of
lime sludge services to Pro-Lime Corporation in the estimated amount of $150,000
annually.
OBJECTIVE: The object is to obtain approval from the Board of County Commissioners, Ex-
Officio the governing Board of the Collier County Water-Sewer District to award Bid Number
08-5123 for the purchase of hauling and disposal of lime sludge services to Pro-Lime
Corporation.
CONSIDERATIONS: The Water Department is utilizes a lime softening water treatment
process, which requires the use of a lime sludge press. The lime sludge press dewaters the
sludge, which is a byproduct of the lime softening treatment process. The sludge then needs to
be disposed offsite.

The bid was posted on November 9, 2008, by the Purchasing Department with 39 vendors
requesting packages. The Purchasing Department received three bids. The lowest vendor, J.D.
Stevens, Incorporated, did not claim local vendor preference. The second lowest vendor, Pro-
Lime Corporation, was within 10% price did submit a local vendor preference affidavit. In
accordance with the Purchasing Policy, the local vendor, Pro-Lime Corporation, was offered the
ability to match the lowest bid. Pro-Lime Corporation did match lowest price and is therefore
recommended to be the awarded vendor, with approval by the Purchasing Department.
FISCAL IMPACT: Funds in the amount of $150,000 are available within the County
Water/Sewer Fund (408). The source of funding is user fees. The exact amount of the contract
will be dependent on the amount of water produced, during the life of the contract.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action.-SRT
GROWTH MANAGEMENT IMPACT: There is no impact on the County's Growth
Management Plan.
RECOMMENDATION: The Board of County Commissioners award Bid #08-5123 for the
purchase of hauling and disposal oflime sludge services to Pro-Lime Corporation.
