Agenda 12/16/2008 Item #16B 6 Agenda Item No. 16B6 December 16. 2008 Page 1 of 30 EXECUTIVE SUMMARY Recommendation to approve a Resolution authoriziug the Chairman of the Board of County Commissioners to execute the attached Federal Transit Administration Section 5311 grant application and applicable documents. OBJECTIVE: To obtain authorization for the Chairman of the Board of County Commissioners to execute the attached Federal Transit Administration (FT A) Section 5311 grant application requesting $531,110 and applicable documents. CONSIDERATION: Federal Transit Administration (FT A) Section 5311 grant funds were established for the purpose of supporting public transportation in Rural and Small Urban Areas, defined as areas with population of less than 50,000 people. FT A Section 5311 funds have been awarded to Collier County each year through an application process administered by the Florida Department of Transportation (FDOT). Immokalee is a small urban area with a current estimated population of 25,946. The Immokalee Circulator qualifies as a public transportation route in a population area with less than 50,000 people; the funds associated with this FT A grant application would be used for the Immokalee Circulator. In January 2008, Collier Area Transit increased service on the Immokalee Circulator by adding a reverse route. The ridership has increased on this route and provides a much needed transportation alternative to the people ofImmokalee. It allows people to get to shopping, health care and jobs. As a governmental entity that provides public transportation in rural and small urban areas, the BCC is eligible to file the attached grant application to continue the public transportation service in Immokalee. FISCAL IMP ACT: This grant request of $531,110 will require a 50% local match and the grant funds will be available during the County's 2009 and 2010 Fiscal Years. The local match amount is budgeted in Fund 426. No new or additional matching funds will be required. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a majority vote for approval. and is otherwise legally sufficient for Board action.-SRT GROWTH MANAGEMENT IMPACT: Consistent with the Transportation Element of the Growth Management Plan as slated in Obj ectives ] 0 and 12. RECOMMENDATION: That the Board approve a Resolution authorizing the Chairman of the BCC to execute all documents necessary to apply for the Federal Transit Administration Section 5311 Grant, including executing the Certification and Assurance to FDOT document. It should be recognized that the grant award referenced above in the amount of $531, II 0 is a preliminary number and is subject to change. Collier County CTC is considered a complete brokerage, contracting all fixed-route, paratransit, and transportation disadvantaged operations to McDonald Transit who operates as Collier Area Transit (CAT). CAT obtains prior authorization for all trips (ADA, TD, and Medicaid), schedules the trip(s) and invoices the Collier County Alternative Transportation Modes Department on a monthly basis. Collier Area Transit operates nine routes on a fixed-route system. The entire fleet is equipped with lifts that are compatible with the Americans with Disabilities Act of 1990 (ADA). CAT sub- contracts with private operators to provide TD paratransit service throughout the remaining portions of Collier County. As the management company for the CTC, CAT performs the basic elements of coordination for the paratransit program in Collier County, e.g., call intake, certification, eligibility, reservations, scheduling, transportation, reporting, cost-sharing and information sharing. Collier County provides administrative support such as grant writing, planning, budgeting, and public information and also program approval for all aspects of the Paratransit program. Three distinct transportation programs are provided under Collier Area Transit's Paratransit Program: Americans with Disabilities Act (ADA), Transportation Disadvantaged (TD) and Medicaid. The ADA program provides service to people who reside within 0/. miles of an existing CAT bus route and have transportation needs that fall within the service schedule of CAT, but cannot access the bus system due to a disability. The TD program provides service to people residing in areas where CAT bus routes are not available and who have no other means of transportation. The Medicaid program provides transportation to Medicaid eligible people who cannot travel by the CAT bus routes and have no other means of transportation. Collier Area Transit currently employs seventy-five people. Collier Area Transit's Route 8 (5311 Route) serves the township of Immokaiee, FL, which is situated in the rural Northeast portion of Collier County. Route 8 is currently the only one of nine routes receiving FTA 5311 funds. The 2000 US Census estimated the population of Immokalee, FL was 21,845. The 2008 population estimate of Immokalee is 25,946. Collier Area Transit transported the equivalent of 34% of the total population of Immokalee, FL during the month of October 2008. Ridership on Collier Area Transit's 5311 Route in the Township of Immokalee, Florida is showing a steady increase in ridership. Capacity issues were addressed with the expansion of Collier Area Transit's 5311 Route occurred at the end of January 2008. A reverse route service was added to Route 8 (the Immokalee Circulator, which doubled the service on this route. This route is critical to ensure the transportation needs of the elderly, disabled, and low income citizen's of Immokalee, Florida are met.
