EXECUTIVE SUMMARY
Recommendation to approve a Resolution to reduce the speed limit on Coconut Unit 3
residential roadway network (Burton Road, Esther Street, Bonnie Street, Lorraine
Avenue, Kathy Avenue and Gale Boulevard) from the current speed limit of thirty miles per
hour (30 mph) to twenty-five miles per hour (25 mph)
OBJECTIVE: That the Board of County Commissioners approve a Resolution to reduce the
speed limit on Burton Road, Esther Street, Bonnie Street, Lorraine Avenue, Kathy Avenue and
Gale Boulevard from the current posting of thirty miles per hour (30 mph) to twenty- five miles
per hour (25 mph).
CONSIDERA nONS: Upon the request of local residents, the Collier County Traffic
Operations Department has conducted an engineering and traffic investigation study to detennine
the appropriate speed limits on the referenced roadway network. Coconut Creek Unit 3, a
residential neighborhood, is located south of Radio Road, and west of Esther Street. The
neighborhood roadway network consists of Burton Road, Esther Street, Bonnie Street, Lorraine
Avenue, Kathy Avenue and Gale Boulevard, The existing speed limits are 30 mph on all the
roads.
The roads are two-way, narrow roads (18' from edge to edge) with no center line pavement
markings and 4'-6' unpaved shoulder on each side,
For the sake of safety, it is a common practice to post a 25 mph speed limit on local residential
roads. Given the roadway geometry and the nature of the residential neighborhood, it is
recommended that the speed limit on all 0 f the referenced roads be reduced to 25 mph.
FISCAL IMPACT: The estimated cost to install the "25 MPH Speed Limit" signs on the
referenced roads is approximately $1,200. Funds are budgeted in the Traffic Operations
Department Operating Fund 101.
LEGAL CONSIDERA nONS: Section 316 of the Florida Statutes authorizes the Board to alter
existing speed limits as may be appropriate upon the basis of an enginecring and traffic
investigation, This item has been reviewed and approved by the County Attorney's Office, is not
quasi-judicial and requires no ex parte disclosure, requires only a majority vote for approval, and
is otherwise legally sufficient for Board action.-SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Resolution.
RECOMMENDA nON: That the Board of County Commissioncrs approve the Resolution to
reduce the speed limit from 30 mph to 25 mph on Burton Road, Esther Street, Bonnie Street,
Lorraine Avenue, Kathy Avenue and Gale Boulevard; authorize the Chainnan to execute the
Resolution, and authorize the County Manager or his designee to erect the appropriate traffic control
signage.

RESOLUTION NO. 2008-
A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, AU1110RIZING A SPEED LIMIT
REDUCTION ON BURTON ROAD, ESmER STREET, BONNIE STRE:ET,
LORRAINE AVENUE, KATHY AVENUE AND GALE BOULEVARD
FROM TIllRTY MILES PER HOUR (30 MPH) TO TWENTY-FIVE MILES
PER HOUR (25 MPH)
WHEREAS, Chapter 3] 6, Florida Statutes, permits the Board of County Commissioners (BCC)
to alter established speed limits on roads under its jurisdiction; and
WHEREAS, Burton Road, Esther Street, Bonnie Street, Lorraine Avenue, Kathy Avenue and
Gale Boulevard fall under the jurisdiction of the BCC; and
WHEREAS, in accordance with Section 3 16, Florida Statutes, the BCC may alter such existing
sp~d limits as may he appropriate upon the basis of an engineering and traffic investigation; and
'WHEREAS, the results of such engineering 'and traffic investigations indicate that the reduced
speed limit is reasonable and safer under the conditions found to exist.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
(I) The BCC does hereby establish a twenty-five miles per hour (25 MPH) speed limit on
Burton Road, Esther Street, Bonnie Street, Lorraine Avenue, Kathy Avenue and Gale Boulevard (from
Esther Street to Donna Street), and does hereby direct the County Manager or his designee to ercct
appropriate speed limit signs giving notice thcreof.
(2) A copy of this R<:solution shall he forwarded to the Collier County Sheriffs Office for
proper enforcement of the established speed limits for Burton Road, Esther Street, Bonnie Street,
Lorraine Avenue, Kathy Avenue and Gale Boulevard.
(3) The effective date of the speed limit reduction shall he after written notification to the
Sheriffs Office and upon the posting of appropriate signage.

BACKGROIJND
Upon the request of local residents, the Collier County Traffic Operations Department
has conducted an engineering and traffic investigation study to determine the appropriate
speed limits on the referenced roadway network.
The primary purpose in the establishment of a speed zone is to provide improved
vehicular and pedestrian safety by reducing the probability and severity of crashes, An
established speed limit notifies the driver of the maximum speed that is considered
acceptably safe for optimum weather, visibility and traffic condition. It is intended to
establish the speed limit which the normally prudent driver can response more safely to
driving problems encountered on the roadway.
SPEED LIMIT REVIEW
Coconut Creek Unit 3, a residential neighborhood, is located on south of Radio Road, and
west of Esther Street. The neighborhood roadway network consists of Burton Road,
Esther Street, Bonnie Street, Lorraine Avenue, Kathy Avenue and Gale Boulevard. The
existing speed limits are 30 mph on all the roads, The roads are two-way, narrow roads

RRCOMMENDA TION
1. The review recommends that the current 30 mph speed limit on the residential
neighborhood roads of Burton Road, Lorraine Avenue, Kathy Avenue, Bonnie Street,
Esther Street and Gale Boulevard from Donna Strect to Esther Street to be reduced to 25
mph,
2. Retain the existing 30 mph speed limit on Donna Street.
