Agenda 12/16/2008 Item #10M Agenda Item No. 10M December 16, 2008 Page 1 of 20 EXECUTIVE SUMMARY Recommendation for the Board of County Commissioners to approve the award of Bid #08-5136 to the lowest qualified and responsive bidder Quality Enterprises USA, Inc., for the construction contract of the 951 Boat Ramp Parking Lot Expansion Project #80071.1. OBJECTIVE: That the Board of County Commissioner award Bid #08-5136 to Quality Enterprises USA, Inc. as the lowest most qualified responsive bidder for the 951 Boat Ramp Parking Lot Expansion Project. CONSIDERATIONS: On October 30, 2008, sealed bids were received at the purchasing department for the construction of951 Boat Ramp Parking Lot Expansion Project Bid #08-5136. The apparent lowest and most responsive qualified bidder was Quality Enterprises USA, Inc. Staff carefully evaluated each sealed bid with a unanimous determination to select Quality Enterprises USA, Inc. as the lowest qualified bidder for the award of Bid #08-5136. Staff reviewed the final bids for completeness and accuracy in view of the overall project scope of work and proposed budget and has concluded that Bid #08-5136 be awarded to Quality Enterprises USA, Inc. consistent with the purchasing department policies and procedures. The bid tabulation is as follows: Better Roads ($1,900,999.60), Bonness, Inc. ($1,824,952.20), Boran Craig Barber Engel Construction ($1,848,626.00), DeAngelis Diamond ($1,989,599.00), Douglas N. Higgins, Inc. ($1,579,000.00), Quality Enterprises, USA, Inc. ($1,393,279.65), and 3RS Equipment, Inc. ($2,167,000.00). Therefore, in consideration of the lowest and most responsive qualified bid staff recommends that the bid be. awarded to Quality Enterprises USA, Inc. as so noted. Please note that the recommended vendor is a local vendor and as such the local vendor preference is not applicable. FISCAL IMPACT: The source of funding for this project has been previously allocated and budgeted with FY 08-09 Capital Improvement Funds, Project #80071.1. GROWTH MANAGEMENT IMPACT: This project is consistent with the objectives of 1.3 of the Growth Management Plan for improved boater access to waterways. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, and it does not present any legal issues. This item is not quasi judicial, and as such ex parte disclosure is not required. This item requires majority vote only.
