Description of the existing problems . The project area map represents an approximate drainage basin area, The drainage basin area lacks an adequate primary stormwater management outfall system. . With a distinct wet season and dry season, Southwest Florida receives an average of 55 inches of rain annually, with 44 inches occurring in the wet season, between June and October, . During the wet season, the permeability of the soil is low and the water table is high. With regular back to back rainfall events delivering in excess of one inch of rainfall per event, nuisance flooding in neighborhoods and on roadways is common, and catastrophic flooding (structures) is also possible. . The existing storm water outfall for this basin is inadequate and requires improvements to mitigate the potential of flooding. Describe the type(s) of protection that the proposed project will provide The proposed project is designed to provide protection from flooding. The project consists of constructing several storm water management system improvements designed to reduce the likelihood of localized flooding within the indicated project area. Once the described improvements are constructed, properties, structures, residents, roadways, and other infrastructure will be beNer served by a system which conveys storm water more efficiently to the outfall. Scope of Work (describe in detail, what you are planning to do) The proposed project is designed to reduce flooding in the East Naples area of Collier County, Florida. During rain events the area experiences a high instance of run-off flooding. The project includes reconstructing an existing weir, constructing a new weir, installing a 4 'x8' box culvert, and reconstructing 400' of existing ditch. Both weirs will have two emergency flood gates which can be opened before or during a heavy rainfall event. Describe any other on-going or proposed projects in the area that may impact. positively or negatively the proposed HMOP or FMA project Several projects have been completed, or wl/l be completed downstream and upstream of this project within the next two years as part of the Lely Area Stormwater Improvement Project (LASIP). LASIP was designed to reduceflooding and enhance water quality in the East Naples area. All work positively impacts the area by Improving the ability to convey excess storm water runoff and decreasing the likelihood of flooding. Section II. Under present conditions, outflow from Lache Louise enters the Haldeman Creek Basin to the west via an existing channel or flow.' to the .<outh in the Lely Branch to the Lely Main Canal south of Rattlesnake Hammock Road. There are no structures to control the flow division at this time. There is a history of flooding in the project area. (See appendix H for photos). Structural and street flooding has occurred. In addition, flooding of septic tanks in the area is problematic. The project is designed to relieve flooding and improve water quality. Insurance and FEMA claims will continue if there are no improvements in the area. Without the necessary improvements,flooding in the area will continue, presenting a potential health and safety risk to the public. However, enclosing the drainage ditch with box culvert reduces foraging habitat for wading bird species and negatively impacts water quality. Ditches and swales holding stormwater runoff provide several valuable functions. Flood attenuation in canals is an important component of our flood prevention strategy. Open channels represent a major storage component 0/ our stormwater management system. Upon collection, as water temporarily "sits" in the ditch, sunlight provides energy to the natural biological system present. Microscopic organisms begin the water purification process before gravity begins water's slow movement downward into the soil. Aquifer recharge in our area is 100% sur/ace water recharge. Once the downward movement (percolation) begins, stormwater runoff held in a ditch is further purified by traveling through soil layers as it makes its way back to the underground aquifer, one of nature's finest water storage areas. Maintenance Agreement All applicants whose proposed project involves the retrofit or modification of existing public property or whose proposed project would result in the public ownership or management of property, structures, or facilities, must first sign the following agreement prior to submitting their applicatIOn to FEMA. (NOTE: Those applicants whose project only involves the retrofitting, elevation, or other modification to private property where the ownership will remain private after project completion DO NOT have to complete this form.) The County of Collier, State of Florida, hereby agrees that (City. Town. County) ifit receives any Federal aid as a result of the attached project application, it will accept responsibility, at its own expense ifnecessary, for the routine maintenance of any real property, structures. or facilities acquired or constructed as a result of such Federal aid. Routine maintenance shall include, but not be limited to, such responsibilities as keeping vacant land clear of debris, garbage, and vermin; keeping stream channels, culverts, and storm drains clear of olistructions and debris; and keeping detention ponds free of debris, trees, and woody growth, The purpose of this agreement is to make clear the Subgrantee's maintenance responsibilities following project award and to show the Subgrantee's acceptance of these responsibilities.
