LET IT BE REMEMBERED, that the Board of County Commissioners in and
for the County of Collier and also acting as the Governing Board(s) of
such special districts as have been created according to law and having
conducted business herein, met on this date at 2:30 P.M. in Workshop Session
in Building "F" of the Courthouse Complex with the following members present:

TRANSIT STUDY - PHASE II PRESENTED BY JIM SCULLY. FOOT - REPORT AND RECOMMENDATION
OF COfotIUNITY ADVISORY COMMITTEE AND THE FOOT TO BE PRESENTED TO BCe WITHIN THE
NEXT TWO WEEKS - COUNTY MANAGER NORMAN AUTHORIZED TO REVIEW AND PREPARE RESOLUTION
RE APPLICATION OF THE COUNTY TO U.S. DOT FOR GRANT OF FUNDS TO AID IN THE IMPLEMEN
TATION OF A PUBLIC TRANSPORTATION SYSTEM '
Mr. Jim Scully of the Florida Department of Transportation gave the presentat
of the Department's completed Phase II of the Collier County Transit Study, using
color slides and a prepared report. He stated there were several indicators emplo
in the survey - i.e.. status of those persons residing in the Naples and Immokalee
areas; number of minorities in each area; number of persons holding drivers licens
in each area. the sex; age; income and the number of vehicles owned by.each family
in their respective area - and gave the resulting figures as follows:

In addition to the above-meltioned categories, Mr. Scully continued,
there were four types of transportation that were considered in the
survey he conducted:
1. Fixed Route/Fixed Schedule
2. Demand Responsive Transportation
3. Point Deviation Service
4. Planned Demand Service
He gave the advantages and disadvantages for all four alternatives as they related
to each separate area - N~ples ~nd Immokalee. Following this infonmation, maps
and scales were shown on the screen that indicated, for each alternative, the
hours of operation; frequency of service; fares; ridership; maximum vehicles
(Inc. spares); total capital cost; annual operating cost; annual revenue (total);
annual deficit and the deficit per passenger. (Copy of presentation titled
"Collier County Transit Study - Phase II" on filed in the Clerk of the Board officI
There was participati?n from the pUblic in the form of questions with the
answers given by both Mr. Scully and Mr. Bill Wijlsh. Department of Transportation.
This time covered several points incJuding the financing of such a project. which
denoted that state and federal funds could be available; leasing of bus fleet
until federal buses are available; the size of the buses - in this particular
instance - 14 passenger vans were suggested; the administrative agency being the
Board of County Commissioners; outside carriers to have an opportunity to bid
on the proposed transportation service; if the services would include East Naples
and Immokalee in addition to Naples; the amount of time that will have to pass
before the service is in operation - "something more than six months" was mentioned
and the need for the Board to indicate their desire to participate in the project
toyelher wi th the Florida Department of Transportation by submitting an applicatIon
to the Urban Mass Transportation Administration.
It was the consensus of those Board members present that the County Manager
be authorized to review and prepare a Resolution that will be submitted to the
Urban Mass Transportation Administration to indicate Collier County's interest in
the proposed public transportation project. Said Resolution to be submitted after
the Board of County Conmissioners hear the Citizens Advisory Comnittee's recOlllllenda1
along with the recommendation of the Florida Department of Transportation at a
regular meeting of the Board within a two week period.
