Backup Documents 10/27/2009 Item # 4A .4Ai PROCLAMA TION WHEREAS, the number of homeless, displaced, and orphaned children is growing exponential/y, and is calculated to be one hundred and forty five mil/ion children worldwide: and, WHEREAS, children who have been orphaned or rendered vulnerable by AIDS are among the most impoverished children of the world - currently over fifteen million: and, WHEREAS, the orphaned number includes displaced children from wars, natural disasters, and AIDS, creating a humanitarian and economic challenge that our globa/ society must urgently address, the reality of there being more than fifty three mil/ion orphans in Sub Sahara Africa alone emphasizes the magnitude: and, WHEREAS, fragile and vulnerable children left behind from these wars, natural disasters, famine, and diseases creates leve/s of poverty that renders addressing hunger and the associated living conditions as a top priority for our g/obal humanitarian society: and, WHEREAS, over sixty million orphans go to bed hungry every night: ond, WHEREAS, every two seconds, a child beC()IIMIS an orphan: and, WHEREAS, World Orphans Day strives to raise public awtlfWness about the plight of these children whose numbers are increasing witlwut any sign of abatement: and, WHEREAS, only a large-scale sustainable political, social, and mDIVII awakening by governments around the world, non-governmental agencies, and religfpus fllVJUps can address this crisis: and, WHEREAS, all levels of 9O!ft1rfIment both local and national occept as part of their moral charter to be a guaranftJr of the rights of children, and accept thilt protecting and seeing to the well-being of all the worlds children is a collective responsibility. NOW THEREFORE, be it prqclaimed by the Board of County Commissioners of Collier County, Florida, that ~ 9, 2009 be designated as WORLD ORPHANS DAY 2009 DONE AND ORDERED THIS 27th Day of October, 2009.
