Resolution 2002-418 lOJ RESOLUTION No. 2002- 418 RESOLUTION SUPERSEDING RESOLUTION 2001-371 AND ESTABLISHING THE FEES TO BE CHARGED FOR USE OF COLLIER COUNTY SOLID WASTE FACILITIES PURSUANT TO COLLIER COUNTY ORDINANCE NO. 84-31. WHEREAS, The Board of County Commissioners through County Ordinance No. 84-31 has implemented the user fee system for solid waste to all public and private users. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that SECTION I: Resolution No. 2001-371 is hereby superseded in its entirety. SECTION 2: The following fee schedule is approved for all users of the Collier County Solid Waste facilities: Landfill Fees: All fees are based on certified scale weight, per cubic yard fee, or per tire fee. No rounding. Mixed loads of biomass (land clearing, plant trimmings and grass cuttings) and other waste shal1 not be accepted. Residential Municipal Solid Waste (MSW): $33.28Iton Commercial Municipal Solid Waste: $33.28/ton Mixed Waste (non-MSW): $37.49 Construction/Demolition Debris: $37.49/ton Biomass: $21.46/ton Tires cut into 8 equal pieces: $33.28/ton Whole tires: $99.02/ton Car or truck tires: $4.00Itire 16" or larger size (no change). Car or truck tires: $I.OO/tire \5"or smaller size (no change). Large tractor or heavy equipment tires on per ton basis only. Clean soil material less than 6 inches in size (to be tested and pre-qualified): $4.16/ton Clean source separated concrete material suitable for use for artificial reef greater than 3 ft. (to be pre-qualified): $4.65Iton Definitions ofSDecial Wastes: Snecial Waste I: Difficult-to-handle material requiring pre-acceptance site preparation (example: asbestos, ash, powders). $ I 45.62/incident, plus 2 times applicable base rate. Snecial Waste 1\; Waste requiring special acceptance procedures, but no special site preparation. Two times applicable base rate, except sludge at $33.28/ton, accepted only in emergencies for Col1ier County Utilities. lOJ Special Waste III: Wastes that are prohibited by law or regulation for the landfill, but are deposited at Landfill working area and must be removed by contractor (example: whole tires, white goods, lead-acid batteries) $11.66 per item. Transfer/Recvclin~ Center Fees $5.00/use/automobiles and station wagons both fuJ1-size and compacts (less than y, cubic yard) $9.00Icubic yard/trucks, trailers, vans (volume rounded to nearest yard) (more than Y, cubic yard) Car or truck tires: $4.00/tire 16" or larger rim size. Car or truck tires: $I.OO/tire IS" or smaJ1er rim size. Large tractor or heavy equipment tires accepted only at landfill. WAIVER OF FEES FOR LITTER AND CLEAN-UP PROJECTS Pursuant to Board of County Commissioners direction, BCC Agenda 713 ]/01, 16C (3), neighborhood elean- up evcnts will be limited to $4,000.00 per clean-up event, semi-annually. Public Utilities Administrator may authorize waiver of landfill tipping fces for these evcnts. Ifcstimated tipping fecs exceed $4,000.00 the rcquesting party must appear before the Board of County Commissioners for approval. RESIDENTIAL COLLECTION AND DISPOSAL FEES Solid Waste Collection and Disposal Services Area Number One: (Waste Management, Inc. Service Area) Includes Curbside Twice Weekly, Collcction of Recyclables Weekly, Collection of Yard waste Weekly and Bulky Items Weekly, is $127.27 for Fiscal Year 2002/2003. Solid Waste Collection and DisDosal Services Area Number Two: (Immokalec Disposal Company Service Area) Includes Curbside Twice Weekly, Collection of Recyclab1es Weekly, Collection of Yard waste Weekly and Bulky Items Weekly, is $127.27 for Fiscal Ycar 2002/2003. Special Request Backdoor Service - Service Area Number One and Service Area Number Two: $361.45 per ycar in addition to the annual asscssment for the unit. Recvclin~ Bin Fces: Unserviceable bins must be presented in exchange for replaccment bins. Replacement of bins due to loss or negligence of the residential unit, to be paid for by the customer at a cost of$5.00 per bin. Bins must remain with the residential unit regardless of change of unit ownership. Standard Container Fees: Each residential unit is provided an initial container at no charge to the unit owner. Containers will remain with the residcntial unit regardlcss of change in unit ownership. Rcplacement of containers due to normal wear will be provided by the franchisee. Unscrviceable containers must be presented for cxchange. Replacement of containers due to loss or negligence ofthc residential unit will be paid by the customer in an amount equal to the franchisee's cost for the container, plus a $5.00 delivery fce. Each customer is entitlcd to one change of container sizc at no additional cost. A delivery charge of$5.00 will be paid by the customer for additional changes in container size. Customers requesting an additional lOJ container will pay an amount equal to the franchisee's cost, plus a $5.00 delivery fec. The County rcplaces containers that are stolen. COMMERCIAL COLLECTION AND DISPOSAL FEES Service Area Number One: - Mandatory multi-family recycling collection fee is $.92 per-unit per-month. Servicc Area Number Two: - Mandatory multi-family recycling collection fee is $.95 per-unit per-month. Commercial Can Accounts: - A 96-gallon container collected twice a weck is $1 0.52/month or $127.27/ycar. If a customer needs more than one container due to lack of space for a dumpstcr, each additional containcr is $1 0.52/month or $127 .27/year. Commercial Disnosal Fee: See Attachcd Schedules (4 pages) - Attachment No. I SECTION 3: The effective date of this Resolution shall be October 1,2002.
