Add-On Item 16J3: Request that the Board approve and determine valid public purpose for
invoices payable and purchasing card transactions as of July 3,2019. (Clerk's office request)
Move Item 16K5 to Item 12A: Recommendation to affirm Staffs Official Interpretation and
reject the appeal therefrom concerning Old Groves Road in the Vineyards Planned Unit
Development which will allow the entities to go directly to court to address their dispute.

EXECUTIVE SUMMARY
Recommendation to reappoint a member to the Contractors Licensing Board.
OBJECTIVE: To reappoint a member to the Contractors Licensing Board, to a three-year term expiring
on June 30, 2022.
CONSIDERATIONS: This nine-member quasi-judicial board was created by Ord. No. 78-2, as
amended, to determine the qualifications of applicants for the various categories of the Contractors'
Certificates of Competency. They also hold hearings to determine if a certificate of competency of any
contractor, master or journeyman should be revoked. A minimum of 2 members shall reside within the
corporate city limits of Naples or shall be recommended to the BCC by the Naples City Council. Section
489.131(10), Fla. Stat., states that 3 members must be consumer representatives. The consumer
representatives may be any resident of the local jurisdiction that is not, and has never been, a member or
practitioner of a profession regulated by the board or a member of any closely related profession.
Members of the Contractors Licensing Board who are not consumer representative members should be
either a licensed architect, a licensed general contractor, a licensed engineer, a licensed electrical
contractor, a licensed plumbing contractor, a licensed mechanical contractor, a licensed roofing
contractor, a licensed residential, or a licensed building contractor. Terms are 3 years. A list of the current
membership is included in the backup.
There are three vacant seats on this board. The vacancies were advertised and an application was received

ATTENDANCE: Mr. Boyd has had two excused absences during the past two years.
STAFF RECOMMENDATION: As a quasi-judicial board no committee recommendation is required.
Staff recommends that Mr. Boyd be reappointed to his seat on this committee, to a three-year term
expiring on October 20, 2022. A recommendation memo is included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts staff’s recommendation, and
directs the County Attorney to prepare a resolution confirming the reappointment.

Mr. Boyd was present at all the Licensing Board meeting for the 2018 and has had two excused absences to date in the 2019.

qualifications of applicants for the various categories of the Contractors' Certificates of
Competency. They also hold hearings to determine if a certificate of competency of any
contractor, master or journeyman should be revoked. A minimum of 2 members shall reside
within the corporate city limits of Naples or shall be recommended to the BCC by the Naples City
Council. Section 489.131(10), Fla. Stat., states that 3 members must be consumer
representatives. The consumer representatives may be any resident of the local jurisdiction that
is not, and has never been, a member or practitioner of a profession regulated by the board or a
member of any closely related profession. Members of the CLB who are not consumer
representative members should be either a licensed architect, a licensed general contractor, a
licensed engineer, a licensed electrical contractor, a licensed plumbing contractor, a licensed
mechanical contractor, a licensed roofing contractor, a licensed residential, or a licensed building
contractor. These categories are merely directory and failure to have a member of each of the
trades is not grounds for voiding any action of the Board. Terms are 3 years. This is a Quasi
Judicial Board. Amended by Ordinance No. 94-34, 95-11, 97-68, 99-45, 2002-2, 2006-46.
