EXECUTIVE SUMMARY
Recommendation to appoint a member to the Water and Wastewater Authority.
OBJECTIVE: To appoint one member to the Water and Wastewater Authority, to a four -year term
expiring on May 21, 2023.
CONSIDERATIONS: This five-member authority was established on February 27, 1996, by Ordinance
No. 96-6 to regulate utility rates and related matters regarding non-exempt water and wastewater utilities
in unincorporated Collier County. Three members shall be technical in nature, with expertise in
engineering, finance and/or business administration. The remaining two members shall be appointed on
the basis of individual civic pride, integrity, and experience in any area of regulation. Members are
required to file a Form 1 Statement of Financial Interests each year with the Supervisor of Elections.
Terms are four years. A list of the current membership is included in the backup.
There is one vacant seat on this authority. The vacancy was advertised and applications were received

STAFF RECOMMENDATION: That Ms. Arora be appointed to this authority, to a four-year term

GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation,
and directs the County Attorney to prepare a resolution confirming the appointment.

Term limits apply to this committee, per Code of Laws Sec. 134-353(e)(3), powers and duties:
“…A member of the authority may not serve more than eight consecutive years except if an
individual is appointed initially to less than a four-year term that individual may serve two full four-
year terms in addition to the initial term, for a maximum continuous term of up to 11 years…”
