EXECUTIVE SUMMARY
Recommendation to approve a renegotiated Interlocal Agreement for Advanced Life Support
Partnership between Collier County and the City of Marco Island to replace the existing agreement
titled “Interlocal Agreement Advanced Life Support (ALS) Engine Partnership” dated May 22,
2007.
OBJECTIVE: To continue the partnership with the City of Marco Island for the provision of Advanced
Life Support Services.
CONSIDERATIONS: The City of Marco Island Fire Department currently provides Advanced Life
Support services as part of an Interlocal Agreement and partnership with Collier County. The existing
Interlocal Agreement, dated May 22, 2007, provides for a “swap” program in which the City of Marco
Island Fire Department firefighter/paramedics work and train on a County ambulance and County EMS
paramedic/firefighters work and train on a City of Marco Island Fire Department apparatus providing
paramedic and firefighter duties. In addition, the existing Interlocal Agreement allows for the City of
Marco Island paramedics to provide ALS services while working on all Marco Island Fire Department
apparatus if the ride time requirements are met.
On February 27, 2019, the City of Marco approved the City of Marco Island Fire Department Union
Contract which removed the provision to participate in the “swap” program for ALS services. In response
to the change in the Marco Island Union Contract, the City of Marco Island Fire Department and Collier
County EMS have negotiated a revised ALS Interlocal Agreement that allows Marco Island
firefighter/paramedics to provide ALS services to the citizens of Marco Island through a continued
partnership and training program.
The revised Agreement satisfies the ride time requirements of the medical director by requiri ng Marco
Island paramedic/firefighters to accompany patients requiring ALS services to the hospital by riding in
the ambulance, an arrangement similar to the program utilized by the City of Naples.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To approve the revised Interlocal Agreement between Collier County and the
City of Marco Island for an Advanced Life Support Partnership and authorize the Chair to execute the
Agreement.
