Agenda 07/09/2019 Item #16D 4 (SHIP Program Extension)07/09/2019 EXECUTIVE SUMMARY Recommendation to approve the State Housing Initiative Partnership Program expenditure extension for FY 2016/2017 through December 30, 2019. OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income persons through the State Housing Initiative Partnership (SHIP) Program. CONSIDERATIONS: On July 7, 1992, the Florida legislature enacted the William E. Sadowski Affordable Housing Act to provide funding to local communities to promote and advance affordabl e housing initiatives. Funds are generated through documentary stamp tax on real estate transactions. Under the SHIP program, Collier County and the City of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation (FHFC) to provide initiatives to expand affordable housing opportunities. The 2016-2019 Local Housing Assistance Plan (LHAP) was adopted on April 26, 2016 (Agenda Item #16D4). The LHAP identified various strategies by which funds will be allocated and disbursed in the community. On June 4, 2019, Community and Human Services Division (CHS) requested an expenditure extension from the FHFC for Collier County’s FY 2016/2017 SHIP funding from June 30, 2019 to December 31, 2019. The extension was requested due to delays in the Owner-Occupied Rehabilitation program. Our rehabilitation partners have experienced ongoing significant delays and setbacks in securing contractors and goods, due to the demands created after Hurricanes Irma and Matthew. All contractors and the majority of supplies were redirected to storm damage repair as top priority. It has taken our partners several months to receive contractor bids and begin construction on our participating homeowner’s roofs, windows, HVAC units, drywall, etc. Of late, these issues have lessened, and the projects are again moving forward, but at a much slower pace than previously anticipated. On June 11, 2019, FHFC approved CHS’s request to continue to expend the funds through December 30, 2019. FHFC does not require the Board of County Commissioners (Board) Chairman to sign a document for the extension to take effect. FHFC’s approval is attached as back-up to this Item. FISCAL IMPACT: The proposed action has no Fiscal impact. Funds are budgeted within SHIP Grant Fund (791), Project 33467. LEGAL CONSIDERATIONS: This Item has been approved for form and legality and requires a majority vote for Board approval. - JAB GROWTH MANAGEMENT IMPACT: Extension of the expenditure deadline will allow the County to continue to expand affordable housing opportunities for its citizens and further the goals of the Housing Element of the Collier County Growth Management Plan.
