EXECUTIVE SUMMARY
Recommendation to approve a Second Amendment to Agreement No. 18-7288, “Collier County Jail
Mobile Kitchen Trailers,” with S.R. Holding co. of Miami, Inc., d/b/a S.R. Holdings Inc.
OBJECTIVE: To amend the scope of services and extend the expiration date of Agreement No. 18-
7288 to supply and deliver for lease one mobile production kitchen trailer cook unit and one mobile
preparation kitchen trailer unit to the east parking lot of the Collier County Main Jail, Building J1, located
at 3319 East Tamiami Trail East, Naples, Florida, 34112.
CONSIDERATIONS: The Main Jail Kitchen is scheduled for a complete renovation and will not be
available to prepare the three meals a day for the inmates. Revisions to the plans and a decision to begin
work after the 2019 hurricane season have delayed this renovation project. The project is scheduled to
begin this year and construction will require approximately nine months. While the jail kitchen is out of
service, meals will be prepared by leasing two mobile production kitchen trailers that will be parked on a
site adjacent to the jail.
On May 22, 2018, Agenda Item 16.C.5, the Board awarded Agreement No. 18-7288 for Collier County
Jail Mobile Kitchen Trailers to S.R. Holding co. of Miami, Inc., d/b/a S.R. Holdings, Inc. By this
proposed Second Amendment, staff is recommending an extension of the agreement term to
accommodate the Collier County Sheriff’s revised jail kitchen renovation construction schedule. The
proposed amendment also provides for a change from propane to natural gas, which will require a one-
time installation fee. The Vendor has agreed to hold the original prices throughout the proposed extended
contract term.
FISCAL IMPACT: The Facilities Management Division has funding budgeted for these trailers. The
low bid for one (1) year of lease is $276,944. This Project Number is 53007
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To approve the Second Amendment to Agreement No. 18-7288, “Collier
County Jail Mobile Kitchen Trailers,” to S.R. Holding co. of Miami, Inc., d/b/a S.R. Holdings Inc., and to
authorize the Chairman to execute the attached amendment.
