Agenda 07/09/2019 Item #16C10 (RFQ #15-6469-5 w/Wells & Water System, Inc.)07/09/2019 EXECUTIVE SUMMARY Recommendation to approve a $397,608 work order under Request for Quotation No. 15 -6469-5 to Wells & Water System, Inc., under Project Number 70085, to condition and treat twelve production wells in the Golden Gate Wellfield. OBJECTIVE: To complete well rehabilitation by performing well conditioning and treatment (acidification) of existing Tamiami wells in the Collier County Water Sewer District Golden Gate Wellfield. CONSIDERATIONS: The proposed scope of work under Project No. 70085, Request for Quotation No. 15-6469-5, is consistent with the FY2019 Budget approved by the Board of County Commissioners on September 20, 2018. The proposed project consists of injecting an acid solution into selected Tamiami production wells to provide well bore rehabilitation and well yield improvements. The acid solution dissolves existing mineral deposits within the well, thereby improving well pumping efficiencies, reducing drawdowns, and providing for higher water production rates. The proposed well treatment (acidification) will provide needed rehabilitation of the existing wells, thereby increasing the water pumping rate from each well to the North County Regional Water Treatment Plant and South County Regional Water Treatment Plant. Completing this well rehabilitation will extend the useful life of these existing wells in lieu of constructing new wells. The County issued Request for Quotation No. 15-6469-5, “Acidification of Twelve Production Wells - Phase 3,” on May 13, 2019 and distributed it to all vendors on the County’s Fixed-Term Well Testing, Drilling, and Maintenance Contract No. 15-6469. Of the five vendors notified, one submitted a quote by the May 22, 2019 deadline as summarized in the below table. VENDOR QUOTE Wells & Water Systems, Inc. $397,608 No quotes were received from All Webbs Enterprises, Inc., Layne Christensen Company, Naples Well Drilling, Inc., or Youngquist Brothers, Inc. This project is the third phase of a multi-phased project to complete all the well treatment rehabilitation work on the Tamiami Wells. The first phase received three quotes, Wells & Water, All Webbs Enterprises, and Layne Christensen Company, from the County’s Fixed-Term Well Testing, Drilling and Maintenance Contract No. 15-6469. Wells & Water was the lowest responsible vendor. The second phase received two quotes, Wells & Water and All Webbs Enterprises. Wells & Water was the lowest responsible vendor. This work is specialized and not every Contractor included in Contract No. 15 -6469 is interested in this specific type of well treatment rehabilitation project. Wells & Water have done an outstanding job working with staff to complete the previous well rehabilitation projects under budget and on -time; therefore, it would be difficult for others to compete. Further, the bid received from Wells & Water is much lower than the engineer’s estimate. 16.C.10 Packet Pg. 1147 07/09/2019 Based on the history of this multi-phased project, County staff is acceptable with only receiving one quote and recommending award to Wells & Water to complete Request for Quotation No. 15-6469-5. The quote specifications informed the respondents there may be unforeseen conditions associated with the project. The quote amount incorporates an owner-directed allowance of $20,000 for work related to unforeseen conditions including, but not limited to, conflicts with existing facilities not reflected in record drawings and modifications or repairs resulting from unforeseen utility work associated with this project. The price for any needed additional work will be negotiated prior to commencement in accordance with the County’s Procurement Ordinance and the terms of the agreement. County staff determined the bid to be fair and reasonable and recommends awarding the project to Wells & Water Systems, Inc. The bid received was approximately 42 percent less than the engineer’s cost opinion. In its June 6, 2019 recommendation letter, the design professional, Agnoli, Barber & Brundage, Inc., recommends awarding the project to Wells & Water Systems, Inc., who has a satisfactory performance and warranty record on previous, similar, utility-related projects. FISCAL IMPACT: The source of funding is Water User Fees, Fund (412). The project is expected to be completed in 2019. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities and to remain in compliance with all regulatory programs. RECOMMENDATION: To approve a $397,608 Work Order under Request for Quotation No. 15- 6469-5 to Wells & Water Systems, Inc., and authorize the Chairman to sign the attached Work Order. The apparent low bidder is Wells & Water Systems of Fort Myers, Florida. The bid appears to be complete and consistent with the intent of the technical specifications and was approximately 42% below the Engineer’s Opinion of Probable Cost. Wells & Water Systems is a qualified firm to conduct the requested work and has conducted similar work for the County in the past with excellent performance reviews.
