EXECUTIVE SUMMARY
Recommendation to approve an Agreement awarding Invitation to Bid # 19-7571, “Pump Station
Material Removal and Disposal,” to Carlos Rivero Plumbing & Septic Tank Contractor, Inc.
OBJECTIVE: To ensure the sustained, compliant operation of the Collier County Wastewater
collections system by obtaining a cost-effective supplier for the removal and disposal of material from
pump stations, as needed.
CONSIDERATIONS: The Wastewater Division’s collection system includes approximately 800 pump
stations. To maintain efficient operations, material must occasionally be removed from pump station
wells and disposed of in a manner to avoid re-entry into the wastewater collections system. The
procurement of pump station material removal and disposal services supports the overall wastewater
collections system maintenance function and contributes to compliant and effective operations.
On February 28, 2019, the Collier County Procurement Services Division released Invitation to Bid
(“ITB”) # 19-7571 to 9,471 vendors for the “Pump Station Material Removal and Disposal” solicitation.
Interested contractors downloaded seventy-five (75) bid packages and the County received two (2)
responsive and responsible bids by the April 4, 2019 deadline. Staff is recommending award to Carlos
Rivero Plumbing & Septic Tank Contractor, Inc., the lowest responsive and responsible bidder.

On April 11, 2017, the Collier County Board of County Commissioners (Board) awarded ITB # 17-7042
to EnviroWaste Services Group, Inc. for a bid amount of $3,500 per pump station. The incumbent
advised the County that they were not interested in renewing the contract from April 11, 2019 to April 10,
2020 but did agree to extend for 180-days until October 8, 2019. The incumbent did not submit a bid
under solicitation # 19-7571.
The two bid amounts provided reflect an increase of $400 and $11,100, respectively, on the per pump
station rate under contract # 17-7042. Staff believes that the lowest responsive and responsible bid is
reasonable and acceptable to provide these services.
This purchase will be made by entering into the proposed attached Agreement with Carlos Rivero
Plumbing & Septic Tank Contractor, Inc. Agreement # 17-7042 will terminate upon the effective date of
the agreement issued under ITB # 19-7571.
FISCAL IMPACT: The source of funding is the Collier County Water-Sewer Operating Fund (408).
The historical spending has been approximately $122,500 per year; however, annual expenditures may
vary depending on operational needs.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with

RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, awards ITB # 19-7571 “Pump Station Material Removal and
Disposal” to Carlos Rivero Plumbing & Septic Tank Contractor, Inc., and authorizes the Chairman to sign
the attached Agreement.
