Agenda 07/09/2019 Item #16C 2 (Mobile Irrigation Lab program funding)07/09/2019 EXECUTIVE SUMMARY Recommendation to participate in the Collier Soil and Water Conservation District’s Mobile Irrigation Lab program and provide partial program funding in the amount of $20,000 annually. OBJECTIVE: To promote sustainability and conservation of Collier County’s water resources by providing public education and on-site irrigation system assessments. CONSIDERATIONS: The Mobile Irrigation Lab (MIL) is a voluntary, non -regulatory service initiated by the Collier Soil and Water Conservation District approximately 17 years ago. The program was developed to assess residential irrigation systems and educate homeowners regarding proper operation and maintenance of their irrigation systems. The funding request will provide for 40 on -site evaluations and follow-ups. If approved, it is envisioned that the on-site evaluations will be focused on educating residential potable and reclaimed water users who may be irrigating in excess. The MIL would also participate in several general outreach events, such as HOA meetings and hazardous waste roundups. The Collier Soil and Conservation District has a display and prepared educational materials to support proper irrigation and fertilization techniques. The benefits of participation in the MIL program include water conservation, reduction in fertilizer usage and runoff associated with over-watering. Participation in the program also provides direct benefit to Collier County Water-Sewer District customers in the form of utility bill reduction. FISCAL IMPACT: Funding is available in, and is consistent with, the proposed FY20 budget. Participation will begin in FY20 pending approval of that budget. The source of funding is Collier County Water-Sewer Operating Fund (408). The total annual estimated amount for MIL program participation is $20,000. Total MIL program funding is $60,000 per year. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for Board approval. -JAK GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this executive summary. RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water-Sewer District, recommends participation in the Collier Soil and Water Conservation District’s Mobile Irrigation Lab program and authorizes partial program funding in the amount of $20,000 annually.
