Agenda 07/09/2019 Item #16C 1 (Budget Amendment Infrastructure Sales Surtax Funding)07/09/2019 EXECUTIVE SUMMARY Recommendation to authorize a Budget Amendment for the Facilities Management Division in the amount of $1,500,000 to allocate Infrastructure Sales Surtax Funding associated with the Emergency Services Center Enclosure of the East Bay (Project 50390). OBJECTIVE: To provide necessary funding to the Facilities Management Division in the amount of $1,500,000 for a Surtax funded project, under Exhibit A, Hurricane Resilience, and to authorize the necessary Budget Amendment. CONSIDERATIONS: The Surtax began to be collected on January 1, 2019. Projects outlined in County Ordinance 2018-21 are eligible to receive funding from the Surtax so long as the expenditure occurred after January 1, 2019, the project meets the requirements of F.S. 212.055, conforms to the definition of Infrastructure, and is in line with County Ordinance 2018-21. There were 3 main categories of projects identified in Ordinance 2018-21: Transportation Projects, Facilities & Capital Replacements, and Community Priorities. The Emergency Services Center (ESC) Enclosure of the East Bay project is identified under the Facilities & Capital Replacements category, as a Hurricane Resilience project. On April 3, 2019, Surtax Committee Agenda item 8.B.1, the Surtax Committee va lidated the funding for the ESC Enclosure of the East Bay in the amount of $1,500,000. FISCAL IMPACT: A budget amendment is necessary in the amount of $1,500,000 to allocate infrastructure sales tax funding to the ESC Enclosure of the East Bay Project (50390). LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: That the Board of County Commissioners authorizes a budget amendment in the amount of $1,500,000 to allocate infrastructure sales surtax funding associated with the ESC Enclosure of the East Bay project.
