EXECUTIVE SUMMARY
Recommendation to direct staff to begin the review, drafting and public hearing process of
Regulatory Changes to implement the adopted 2019 Collier County Community Redevelopment
Plan for the Bayshore Gateway Triangle Community Redevelopment Area.
OBJECTIVE: To direct staff to amend the Land Development Code and Growth Management Plan to
further implement the redevelopment efforts in the Bayshore Gateway Triangle Community
Redevelopment Area.
CONSIDERATIONS: On January 9, 2018 the Collier County Community Redevelopment Agency
approved a Professional Services Agreement with TOA Design Group, LLC. The Scope of Work
included an evaluation of the 2000 Community Redevelopment Plan, public outreach, drafting of an
amendment to the 2000 Community Redevelopment Plan specific to the Bayshore Gateway Triangle
Community Redevelopment Area (BGTCRA), and proposing recommended amendments to the Growth
Management Plan and Land Development Code related to BGTCRA to further the updated goals and
objectives of the revised plan. On April 23, 2019 the Board of County Commissioners adopted
Resolution 2019-75 approving the amendment to the Collier County Community Redevelopment Plan.
The 2019 Community Redevelopment Plan identifies Short Term (1-5 years) priorities for Capital and
Non-Capital Expenditures. Land Development Code amendments are identified as part of the short-term
Non-Capital Expenditures.
In February 2019, TOD Design Group, LLC provided a draft memo outlining potential amendments to
the Land Development Code. It is anticipated that the revisions will be completed in phases to allow
appropriate staff time. A few items have been identified by staff to begin the process including revisions
to the allocation of BGTCRA bonus density units, transportation standards within the right of way, CRA
staff formal inclusion in the site development review process, and clarifying the names and process for
using the BGTCRA mixed use overlay.
FISCAL IMPACT: Both Growth Management and CRA staff will be involved in the process. In the
event, outside consultants are needed funding for this project is in Fund 187, the Bayshore Gateway
Triangle Trust Fund Y19 and FY20 Budgets Other Contractual Services.
GROWTH MANAGEMENT IMPACT: Growth Management Staff will be involved in the review and
processing of any proposed amendments review for consistency with the Collier County Growth
Management Plan.
ADVISORY COMMITTEE RECOMMENDATIONS: The Bayshore Gateway Triangle CRA
Advisory Committee reviewed and provided input on the Regulatory/ Opportunity Memo throughout the
process. The final draft memo was presented to them on March 5, 2019. They will continue to be
involved during the review of any proposed changes.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
