Agenda 07/09/2019 Item #16A17 (GMD 7 FTE positions)07/09/2019 EXECUTIVE SUMMARY Recommendation to authorize the creation of seven (7) additional Full-Time Equivalent positions in the Growth Management Department to allow for hiring and training of Stormwater Maintenance crews prior to the FY20 budget year, and to authorize any necessary Budget Amendments. OBJECTIVE: To provide the Growth Management Department the ability to hire and train new Stormwater Maintenance crews to maximize the impact of the Stormwater Maintenance initiative for the FY20 budget year. CONSIDERATIONS: The Growth Management Department, Road Maintenance Division is seeking permission to advertise and hire positions described below in advance of funding in FY20. This request is a result of the program being intensified through Board direction on June 21, 2019. The Department’s Road Maintenance Division wishes to take advantage of starting the hiring process in an effort gain/attract the best possible talent available in a timely manner. Due to the operational and training requirements necessary for these positions and the time line to acquire the necessary personnel, staff feels this request will produce the most beneficial & measurable results as we prepare for next year’s rainy season. The implementation of this request enhances our abilities to make adjustments within the current FY as needed; as we chart a course to provide the best end result in customer service and asset management. The Following FTE positions are being sought: • One (1) Sr. Crew Leader • One (1) Crew Leader • Three (3) Heavy Equipment Operators • Two (2) Equipment Operators FISCAL IMPACT: Assuming a start date of August 1, 2019, costs to fund these positions in FY 2019 is estimated at $75,000. Funds are currently available within Transportation Services Fun d (101), if required, budgets amendments will be utilized to transfer funds between cost centers within the fund. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this action.
