EXECUTIVE SUMMARY
Recommendation to consider a citizen petition request to rename Eagle Lakes Community Park the
“Donna Fiala Community Park.” The request is sponsored by Mr. Phillip Brougham and
supported by 1,007 residents of Collier County.
OBJECTIVE: That the Board of County Commissioners consider a citizen petition request to rename
the Eagle Lakes Community Park, the “Donna Fiala Community Park.”
CONSIDERATIONS: Adhering to the County’s policy for naming County owned facilities, Mr. Phillip
Brougham submitted an application to the County Manager’s Office containing 1,228 signatures of
individuals who agree with his recommendation to rename Eagle Lakes Community Park, “Donna Fiala
Community Park.” Of the 1,228 signatures, staff validated 1,007 as Collier County residents, at least on a
part-time basis, and determined that the application complies with the County’s policy in that it contains
the required 1,000 resident signatures.
Mr. Brougham and 1,007 residents request that the park be renamed for the following reasons:
Commissioner Donna Fiala has been a resident of East Naples since 1974; a County
Commissioner since 2000; a champion for her community and passionate about
providing Parks & Recreation for Collier County children. She has steadfastly worked to
improve all parks in the County. Her “special place” is Eagle Lakes Community Park,
recently enhanced by a Community Center and a state-of-the-art Aquatic Center. It is
indeed fitting and proper that this park be re-named in her honor.
On 6/10/2014, the Board of County Commissioners approved a citizen petition driven request to name the
Community Center at Eagle Lakes Community Park, the “Donna Fiala Community Center.”
FISCAL IMPACT: A sign and other notation at a cost not to exceed $4,000.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners consider a citizen petition request to
rename Eagle Lakes Community Park, the “Donna Fiala Community Park.”
